COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes
Thursday,March 27,2014 at 4:30 p.m.
Video&Audio Recording or Taping Notification: "As required by the Open Meeting Law we are informing you that the Town
will be audio taping this meeting. In addition if anyone else intends to either video or audio tape this meeting they are required to
inform the chair."
Present: Don Arthur, Elizabeth Taylor, Elliott Carr,Roland Bassett, and Jeanne Boehm
Also present: Jillian Douglass, Leedara Zola, Chris Miller,and Peter Johnson
Absent: Martin Kamark, Paul Ruchinskas, William Klein, and Dion Dugan
The meeting was called to order at 4:00 pm

Motion made by Don Arthur to approve the minutes of March 4,2014 as presented. Roland Bassett
Seconded.

2. Green Infrastructure Project: Coastal Resilience at Breakwater Beach: Total Cost $270,825.00;
CPC request $59,675.00— Chris Miller
Chris Miller gave a presentation on the Breakwater Beach property. He reviewed the project infrastructure
to be completed. Chris has received a grant and the grant requires a percentage match. This is the reason
he is requesting the money from the CPC. This is an implementation project and will relocate the current
parking lot,raise the elevation in the front then plant it with beach grass with a walkway out to the beach.
There was discussion on shellfish permits and people being allowed to drive on the flats. There was
concern raised about the damage being done to the beaches by the vehicles. There was discussion on what
may work and what may not. All parking fees are returned to the general town fund and it was suggested
that some of these fees should be used to maintain these beach areas. The Selectmen are looking at the
beach areas and the parking issues. It is hoped that there will be long-range planning done at these areas.
There was discussion on how this would be accomplished. Concern was raised that no matter what can be
done in these areas there is no guarantee that this will not be washed out. It was suggested that the town
increase the beach budget to maintain them. Different projects around town that have dealt with erosion
problems were reviewed.
Motion made by Don Arthur to approve the Green Infrastructure Project: Coastal Resilience at
Breakwater Beach for$59,675 of CPC funds as presented. Elizabeth Taylor seconded.

3. Long Pond Boat Ramp Restoration- Total Cost $160,000 CPC request $150,000—Chris Miller
Chris Miller gave a presentation on the Long Pond Boat Ramp Restoration project. State funds have been
applied for,but it is not certain that these funds will be approved. The ramp is in very poor condition. The
Long Pond ramp is not in a very good location due to the swimming lessons that are given in this area.
Concern was raised over the safety of this location and there is no other location to put the ramp on Long
Pond. The other ramps located in town are limited in access and not available for large boats. There was
discussion on the importance of this project and whether there are other more important projects. There
was discussion on the Harwich boat ramp. This ramp is the only emergency access for the Town of
Brewster if someone is in trouble on Long Pond. The handicap access will be improved at this location
during the restoration. It was suggested that more money be appropriated to help fund the project. The
Board of Selectmen will be asked to look at this project. The town can enact a boat speed and this was
requested though the state can override anything posted by the town. The Town of Harwich has access to
the pond and the Town of Brewster cannot control people using the pond from Harwich. The consensus of
the committee is that some of the parking fees should be used to offset the cost of maintaining these areas.
Concern was raised about how much of the CPC money is requested for this project without a match in
some of the requested funds. It was also suggested that a five-year capital plan be developed for the

recreational areas. Jet skis cannot be launched from town property. The pond is used for crew team
practice. There was discussion on being able to police the pond.
Motion made by Elizabeth Taylor to approve the Long Pond Boat Ramp Restoration project for
$150,000 as presented. Don Arthur seconded.
VOTE: 2-3-0
4. General Administrative Expense—Elizabeth Taylor
Elizabeth Taylor requested a laptop computer for working at on CPC projects,but she is trying to secure a
free one.
Motion made by Don Arthur to approve up to$2,000 for a laptop. Rolland Bassett seconded.
VOTE: 5-0-0
5. Review of Warrant Articles - Committee
There was a review of the following Warrant articles and all but the Breakwater Beach Restoration
project have been approved.

There was discussion on changing the title of Article 6, Item 4 from Reserve Fund to 30 percent fund. These are
funds not spent in a year.
