Meeting Minutes
Wednesday, April 9, 2014 at 4:30 p.m.
at The Brewster Town Office Building, 2198 Main Street, Brewster, MA
Present: Elizabeth Taylor, Paul Ruchinskas,Elliott Carr, Roland Bassett, Dion Dugan and Jeanne Boehm
Also present: Jillian Douglass, Leedara Zola, and Peter Johnson
Absent: Martin Kamark and William Klein
Video&Audio Recording or Taping Notification: "As required by the Open Meeting Law we are informing you that the Town will be

The meeting was called to order at 4:30 pm

2. Approval of Executive Session Minutes of 03/27/2014
Motion made by Rolland Bassett to approve the CPC Executive Session Minutes of March 27,2014
as presented. Jean Bohme seconded.
VOTE: 4-0-1
3. Breakwater Beach Grant Designee
Elizabeth Taylor will be the Breakwater Beach Grant designee. There was discussion on the Breakwater
Beach and vehicles driving out on it.
4. Brewster Historical Society Designee
Elliott Carr will be the Brewster Historical Society designee. A draft write-up will be reviewed.
5. Other Approvals
There was discussion on whether written letters of approval were necessary for the projects recently
approved. The two-year restrictions and deadlines may want to be outlined in writing. Elliott Carr will
draft a letter of approval for three of the projects,Viprino, Recreation, and Copelas.
Paul Ruchinskas will write a letter of approval on the Housing project.
Dion Dugan will write up a letter of approval on the Brewster Baptist Church.
6. Future Committee Policies Discussion, including deadlines
There was discussion on whether the CPC should have policies and deadlines and if deadlines need to be
enforced. It was suggested that the perhaps the deadline should be changed to a guideline so that it is
more flexible. There is confusion and what the process should be was discussed. Projects may first go
to a subcommittee before coming before CPC though it was stated that this is not necessary. Some
projects need more vetting. It was stated that due to the eventually limited funds available, not all
projects will be funded and will need to be chosen. The February 1st deadline was discussed and it was
decided to discuss this further following town meeting. When a project goes to a subcommittee first,it
helps to make an informed decision as the project has been fully vetted. There was a discussion of setting
the deadline and recommendations to a subcommittee via a dollar amount. The four subcommittees are
Open Space,Housing, Recreation, and Historic.
A motion was made by Rolland Bassett to enforce deadlines set in the applications.
7. Topics the Chair did not reasonably anticipate
Elizabeth Taylor reviewed the application for the Copelas—Slough Road Acquisition for professional
Services of$30,000. There was discussion and review on this request for professional services to
investigate the title issues on some of the acreage of this 55-acre parcel. There is a possibility that the
grant from the state for$400,000 may be able to be extended for the year though it is due to expire on
June 30,2014. The Purchase and Sales Agreement expired in December. It is possible that we may
spend this $30,000 and nothing will happen but it would help with the town's strategic plan for this

parcel. The town would get quotes to do the title work and it is felt it is important to do this work
immediately and that an answer would be had within a few weeks. The Brewster Conservation Trust,
the Town, and the Open Space Committee all feel that this is an important acquisition for the town.
Motion made by Jean Boehm to approve up to$30,000 of professional funds for the Copelas-Slough
Road Acquisition. Rolland Bassett seconded.
VOTE: 5-0-1
8. Scheduling of next meeting
The next meeting will be in 3 weeks, Wednesday,April 30,2014 at 4:30 pm.
9. Executive Session includes possible$600,000 housing article
Motion made by Dion Dugan to enter into Executive Session to discuss a possible acquisition of
property and a housing article. Roland Bassett seconded. Roll Call Vote
