COMMUNITY PRESERVATION COMMITTEE Wednesday, September 10, 2014 Y P _.. Present; Paul Ruchinskas, Jeanne Boehm, Elizabeth Taylor, Elliott Carr, Roland Bassett, William Klein, reorge Boyd, and Peter Johnson. In addition if anyone else intends to either video or audio tape this meeting they are required#o inform the chair." The Chair called the meeting to order at 4:30 pm 1) Approval of minutes of 7/23/14 and 8/13/14 meetings and 8/13/14 Tubman Road and 8/13/14 Open Space Executive Sessions. Motion made by Roland Bassett to approve the July 23, 2014 meeting minutes as corrected. Peter Johnson seconded. VOTI,: 7-0-0 Motion made by Roland Bassett to approve the August 13, 2014 meeting minutes as revised. VOTI : 7-0-0 (one member arrived following the vote) Motion made by Roland Bassett to approve the Tubman Road Executive Session minutes of August 13, 2014 meeting minutes as presented. Jeanne Boehm seconded. VOTI : 8-0-0 Motion made by Peter Johnson to approve the Open Space Executive Session minutes of August 13, 2014 as presented. Roland Bassett seconded. VOTE: 8-0-0 Community Preservation Committee Page 1 of 4 September 10,2014 2) Disbussion and vote on $400,000 Open Space funding request for edar Ridge Preserve/Eldredge Property Acquisition. There iwas discussion on the Open Space funding request for Cedar Ridge Preserve/Eldredge Property Acquisition. Questions were raised about the name of the property and what the property should be called was discussed. This new acquisition will be under the care and custody of the Conservation Commission and is located next to the Drummer Boy parcel that is owned by the Board of Selectbien. Permitted uses are different on the two parcels. The Brewster Conservation Trust will be contributing $100,000. There was discussion on whether state funding would be known before town meeting, if there would be sufficient cash available to make this purchase, or if the town will need to bond in order to purchase this property. The ranking of this property for acquisition was considered high priority. The possibility of adding trails and walkways was reviewed. There was discussion on the loss of property taxes versus the purchase of open space offsetting town operating expenses and protecting the town's watershed. Motidn made by Elliott Carr to approve the proposal for Open Space currently called Cedar Ridge Preserve/Eldredge Property for $400,000 as presented by Elizabeth Taylor. Peter Johnson seconded. VOTE: 7-1-0 3) Treasurer's Report. Elizabeth Taylor has been meeting with Lisa Souve on the Treasurer's Report and she will present a Treasurer's Report at the next meeting. It was stated that all bills should be directed to Donna Moberg. Following a review of the updated spreadsheets, the committee will decide how to go forward. There was discussion on ho' v unspent funds should be handled. 4) Regent Open Projects Updates: a) Habitat For Humanity- Tubman Road- Paul Ruchinskas: The closing has been postponed one month and agreement has been extended to allow time for relocation of a tenant. The property is no longer being marketed. The NSTAR easement is an exclusive use easement and Habitat needs to work this out before they can close. Community Preservation Committee Page 2 of 4 September 10,2014 b) rewster Historical Society- Cobb House acquisition- Elliot Carr: The letter Y q from Sally Gunning was reviewed. The Historical Society still needs to raise some funds lbefore they can complete the purchase. Elliott to follow-up to see if closing date has been extended. The preservation restriction will be discussed at the next meeting. The possibility of a Phase II on this property was briefly discussed. c) Brewster Baptist Church restoration- Elliot Carr: The project is moving along. There was discussion on the preservation and historic restoration of the building and the materials being used in this project. d) Recreation Fields repair/restoration- Roland Bassett: Bills have not been going to Donna Moberg on this project or the school project. e) Eddy School playground- Roland Bassett: The playground project has been moving forward and should be completed by next month. It was recommended to have a point person on the receiving end of the funds. Bills should be going to Donna Moberg and this will be outlined in the future in the award letter. f) Breakwater Beach restoration- Elizabeth Taylor: The state contract will be signed this week. It is expected to have design permitting by the end of this year and construction to begin in March.
