Meeting Minutes
of Wednesday,November 12, 2014 at 4:30 p.m,
At The Brewster Town Office Building, 2198 Main Street, Brewster, MA
Present: Paul Ruchinskas, William Klein, Peter Joluason,Roland Bassett, .loan Carstanjen,Jean
Bochm, Elliott Carr, and Elizabeth Taylor.
Absent: Dion Dugan
Also Present: Bill Coleman, President of Pleasant Bay Community Boating Association; Greg
Kelley, Sailing Master/Progranl Director of Pleasant Bay Community Boating; Kathy Taylor;
and Lindy Rogers.
The Chair called the meeting to order at 4:32 pin

f 1) Approval of Minutes of October 8, 2014 meeting
Motion made by Peter,rohnson to approve the meeting ininutes of October 8, 2014 as
corrected. Roland Bassett seconded.

2) Discussion with Pleasant Bay Community Boating about its planned acquisition of the
McClennen property and possible CPC funding request
Greg Kelley of East Brewster stated that the Pleasant Bay Community Boating just finished
its eleventh year of teaching sailing on Pleasant Bay. Pleasant Bay Community Boating just
signed a purchase and sales agreement on the McClennen property, Greg reviewed the
proposed acquisition that includes four houses and five lots of land. They feet that they only
deed the northern three lots to provide their services and they would like to sell the lots that

they are not going to use to Delp reduce their costs. The group depends on community
support and fundraising and has been running their programs at a deficit. They would like to
collaborate with the four towns on Pleasant Bay, Brewster, Chatham, Harwich, and Orleans
to purchase the parcel for open space and for providing public access to Pleasant Bay.
The CPC process was reviewed when an application is received by the CPC. Parcel C is
located in Harwich and there was concern as to how this would benefit Brewster residents.
The Pleasant Bay Alliance is supported by all four of these towns and they could possibly
manage the property. There was a review of how the parcel may be managed and the
possible dock development on the property. There is 309 feet of waterfront on Pleasant Bay.
The closing date is scheduled for December 1, 2014. They are contacting Community
Preservation Committees in all of the four towns. They are proposing to sell the property
they do not need to the towns. If this does not occur, they will put the property oil the real
estate market. There was a review of possible uses of the property.
It was suggested that this project would be perfect for a state park grant and that this should
be investigated. It is suggested that this is more of a recreation project than an open space
project. "Pile towns cannot pay more than market value of the property. There was
discussion on different ways this project could be approached.
It was the consensus of the CPC that this project should be investigated ffirther. Concern was
expressed that due to the complexity of the project that there would be some hurdles to
overcome. Pleasant Bay Community Boating is a 501(c) 3 organization.
Motion made by Roland Bassett to take this project ander consideration and for Peter
Johnson and Elizabeth Taylor to work with Pleasant Bay Community Boating. Elliott
Carr seconded.

1 3) Town Meeting preparation for and review of CPC articles
Eldredae Property: There was a review of the presentation of Eldredge property purchase to
the Finance Committee. A presentation on why purchasing open space is important to tine
town will be given at the Finance Committee's January 14, 2015 meeting. Pahl Ruchinskas
will make the presentation at town meeting.
4) Review of CPC funding application for Spring Town Meeting
Following a review of the draft CPC funding application there were several additions made
to the application:
• Describe how the project nneets the federal historic rehabilitation/restoration
standards;
• There is to be a site review of acquired property for community housing;
• Notation that applications would be referred to appropriate groups before being
considered by the CPC; and
• That costs are to be included in the budget for any required monitoring of a
project.

The submission dates have been changed to September 1 and March 1.

Motion made by Roland Bassett to approve the CPC application with the revisions.
Bill Klein seconded.

5) Treasurer's Report
The Treasurer's report was reviewed and there was a discussion on when funds should be
proved when a project is completed. Contacts and liaisons were reviewed. Brewster will be
receiving a state match of$301,307 around November 15, 2014, but it will not be
appropriated until next spring,
6) Open Project Updates: Cemetery Restoration Project 4, Habitat- 620 Tubman Road,
Others
The Smithson property has closed. The Cemetery Commission will spend the balance of
fiends to complete the cemetery restoration project 4.
7) Topics the Chair Could Not Reasonably Anticipate
There were no other topics discussed,

Due to the holiday, the next meeting will be December 10, 2014.

seconded.
