HomeMy Public PortalAbout08/19/2014 Special City Council MinutesMEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF AUGUST 19, 2014 The City Council of Medina, Minnesota met in special session on August 19, 2014 at 6:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN. I. Call to Order Members present: Martin, Martinson, Pederson, Anderson Members absent: Weir Also present: Senator David Osmek, Representative Jerry Hertaus, City Administrator Scott Johnson, City Planner Dusty Finke, Public Works Director Steve Scherer, Finance Director Joe Rigdon, Assistant Finance Director Erin Barnhart, Tim Chalupnik TKDA Engineer, and Hennepin County Engineer Kristy Morten II. Highway 55/CR 116 Intersection Discussion The City Council was updated on the background and options available for the Highway 55/CR 116 intersection. Tim Chalupnik provided an update on cooperative agreement funding through MNDOT. Council members would not be in favor of this option if it required the closure of medians on Highway 55. Mr. Chalupnik also provided an update on signal timing at the intersection. MNDOT will be reexamining the timing at the intersection in September. Representative Hertaus asked about rerouting traffic to the Clydesdale Trail/Highway 55 intersection. Timing issues with the current signal and traffic pattern concerns were discussed regarding this option. Senator Osmek expressed concerns with traffic using CR 116 as a by-pass during the upcoming construction on 494. He agreed to talk to MNDOT representatives to look at options to fund a short-term solution for the intersection and including the long-term intersection upgrade in the 2015 bonding bill. Senator Osmek also agreed to speak to MNDOT about moving up the timing of the replacement of the traffic signals at the intersection. The City Council expressed willingness to look into options to help fund signal improvements using City funds with an idea being that Medina would need to be reimbursed or credited for the replacement of the traffic signals. III. City Capital Improvement Plan Staff provided the City Council with background information on the draft Capital Improvement Plan (CIP). Staff was directed to set aside $30,000 in the CIP for a possible Highway 55/CR 116 project in 2015. Community Development Block Grant Discussion (CDBG) Staff provided the City Council with an update on the grant. The Federal Housing funds from the grant are passed through Medina to the developer. No Medina tax dollars will be spent on the project. Ron Batty informed the City Council that the current resolution from February 19, 2013, requires the Mayor and Clerk to sign the agreement and allows for no discretion. Mr. Batty further explained that the resolution would need to be rescinded if the City Council disagreed with this direction. The proposed project will be required to receive City approval before the grant is executed. The majority of the City Council directed staff to leave the current resolution in place. Council Member Anderson expressed his concerns with the developer, the manner in which they plan to move forward with a new Dominium project, and the negative impact that this may have on future affordable housing programs in the City. He was in favor of rescinding the grant, but recognized that his was a minority opinion.
