Woodland, District D Councilor Watertown Town Council Administration Building 149 Main Street Watertown, MA 02472 Phone: 617-972-6470 Committee on Personnel and Town Organization Meetings: April 6, 2021 5:15 PM Report: The Committee convened at 5:15 pm on Tuesday, April 6, 2021 by Zoom, in accordance with the Governor's Order Suspending Certain Provisions of the Open Meeting Law, G.L. c.30A, §20, relating to the 2020 COVID-19 emergency. Present were Caroline Bays; chair, John Gannon; vice -chair and Kenneth Woodland, secretary. Also present was Council President Mark Sideris. The purpose of the meeting was to consider compensation for the Town Auditor and the Town Council Clerk. The Chair noted how we are reviewing compensation for FY21 for the Town Council Clerk and FY20-FY21 for the Town Auditor. Concerning the Town Council Clerk, the committee noted that for FY21 confidential secretaries and most Town unions received a 2.0% increase. The committees agreed the Council Clerk is very responsive and has done a great job throughout the pandemic. 4 Action Item: Councilor Woodland made a motion, seconded by Councilor Bays, that the Town Council increase the Town Council Clerk's salary by 2% effective July 1, 2020 (the start of fiscal year 2021). The motion was passed 3-0. The committee next discussed the compensation of the Town Auditor. The Council President noted how many department heads received a 1.5% performance increase on top of the above -mentioned 2% for fiscal years 2020 and 2021. The committee agreed the Auditor has done a great job throughout difficult times and has taken on significant new job responsibilities including the accounting of new special funds, the CPA, building for the future initiative and federal/state aid concerning pandemic relief. 4 Action Item: Councilor Woodland made a motion, seconded by Councilor Gannon, that the Town Council increase the Town Auditor's salary by 2.25% + 1.5% effective July 1, 2019 (the start of fiscal year 2020) and by an additional 2.0% + 1.5% effective July 1, 2020 (the start of fiscal year 2021).
