HomeMy Public PortalAboutCommunity Preservation Committee -- 2014-12-10 Minutes �—Zy =e PwL 2198 Main Street Approved: 1/14115 Vote: 8-0-1 s R;a p,a Brewster, Massachusetts 02631-1898 '%arrirrJfrl�nu iuu�}r1u�`����� (508) 896-3701 FAX (508) 896-8089 COMMUNITY PRESERVATION COMMITTEE Meeting Minutes on Wednesday, December 10, 2014 at 4:30 p.m. Present: Joan Carstanjen, Elliott Carr, Peter Johnson, Bill Klein, Paul Ruehinskas,Jeanne Boehm, Roland Bassett, Jr. and Elizabeth Taylor, Absent: Dion Dugan Also present: Jillian Douglas, Diane Pansire, and Ellen St, Sure The Chair called the meeting to order at 4:32 pm 1) Approve minutes of November 12, 2014 meeting. Motion made by Elliott Carr to approve the minutes of November 12, 2014 as amended. Peter Johnson seconded. VOTE: 8-0-0 2) Review outcome of November 17th Town Meeting CPC articles and discussion of CPC/Open Space presentations to Selectmen and Finance Committee. There was discussion on the upcoming CPC presentation to the Finance Committee meeting scheduled for January 14, 2015 and it may be necessary to reschedule pending conflicts with other meetings. There will be a meeting also with the Board of Selectmen, but the date has not yet been set. It may be necessary to educate the public on what and where the CPA funds may be spent, as there seemed to be some misinformation and misconceptions on this at town meeting. 3) Funding Applications: a) Pleasant Bay Community Boating- update on any discussions with the applicant and site visit on December 13, 2014. Peter Johnson updated the CPC on the upcoming meeting to be held at 9:00 am at the proposed site and following a tour of the property this Saturday a meeting will be held at Marconi Hotel Nautilus in North Chatham. Peter Johnson and Paul Ruchinskas plan on attending. There was discussion on whether this project was beneficial to the Brewster residents, whether this project qualified for CPC funds, and whether or not this was a good project. Concern was expressed over the cost of the project, how suitable the property is for sailing, and the strategy with how the property would be divided. b) Harwich Ecumenical Council for Housing- referral of new application. The Committee is in receipt of the application from HECH. The application has been referred to the Housing Subcommittee for review. Jiliian Douglas introduced Diane Pansire, the new Chairman of the Housing Partnership and she is very supportive of this project. The Town Administrator's office receives many calls for requests for help in this area. There was a brief discussion on whether these monies should be distributed as loans or grants. The Housing Subcommittee will report to the CPC following review of the project. Motion made by Roland Bassett to approve the Housing Subcommittee membership of Jillian Douglas, Paul Ruchinskas, and Elliott Carr. Peter Johnson seconded. VOTE; 8-0-0 4) Open Projects updates a) Brewster Historical Society- Cobb House- Elliott Elliott Carr stated that the Brewster Historical Society is scheduled to meet with the Conservation Commission the first week of January and they will come to the January 14, 2015 CPC meeting. They are planning to close the purchase soon and CPC will need to approve the release of fluids in order for this to take place. There will be a review of their total budget and how the restoration and rehabilitation will take place. b) Brewster Housing Authority- Brewster Woods- Paul Paul Ruchinskas stated that the Brewster Housing Authority has refigured the Brewster Woods project and they have reduced the project and made it more compact. A developer is hoped to be on board by .lune 2015 and they will then need to start their application for state funds. Concern was expressed about the time that has lapsed since the start of the project and there will be a review of the award letter to make sure the project is not in jeopardy from the CPC standpoint. c) Other updates. The Eldredge property will close on December 22, 2014. The Breakwater work is in the process of permitting with the Conservation Commission and the State. The Playground project is complete. 5) Treasurer's Report. Elizabeth Taylor distributed and there was a review of the budget report dated November 19, 2014. Questions will be reviewed with the Finance Director, Lisa Souve. A new balance sheet will be done in December. Open projects were reviewed. 6) CPC application- discussion and vote to require electronic as well as paper submission of applications. Following a discussion it was decided that the Committee should receive a portion of the application in an electronic format without the attachments before an applicant presents a project. This requirement will be added to the application. Elizabeth Taylor made a motion to approve adding the requirement to the CPC application of an electronic copy of the application without the attachments be supplied on a thumb drive or CD in addition to the 12 paper copies. Elliott Carr seconded. VOTE: 8-0-0 7) 2014 CPC Report. This report will be drafted by Elizabeth Taylor and reviewed at the next meeting. 8) Items that the Chair could not reasonably anticipate Motion made by William Klein to approve the professional expense request for a land management plan by the Conservation Commission for up to $1,000. Rolland Bassett seconded. VOTE: 8-0-0 9) Next meeting- January 14, 2015 Due to the December holidays, the next meeting is scheduled for January 14, 2015. There will be a further discussion of the application and how much of it to snake available to the public as a future agenda itern. 10) Executive session to consider the purchase of real property for open space such that an open meeting may have a detrimental effect on the negotiating position of the public body. The Committee will be adjourning from Executive Session. Motion made by Paul Ruchinskas to enter into Executive session to consider the purchase of real property for open space such that an open meeting may have a detrimental effect on the negotiating position of the public body. The Cornrnittee'will be adjourning from Executive Session.
