HomeMy Public PortalAboutSPRC Minutes 1999-02-17 Site Plan Review Committee February 17, 1999 Present: George Meservey, Chairman, Pat Ballo, Steve Edwards, Jon Eitelbach, Chuck Medchill, Jennifer Wood Absent: Bob Bersin New England Telephone and Telegraph, 414 Route 28, proposed walk-in utility building, represented by Al Teufel. Mr. Teufel explained that an easement has been granted by Thomas Cronin to allow construction of a 60 square foot utility building on his property. There is a real estate office on the property. The building is a pre-cast concrete building set 3' into the ground, covered with a shed. There are various finishes available. Steve Edwards asked about utilities and access. Mr. Teufel explained that all utilities will be underground and the technicians would be using the existing driveway to access the building. Chuck Medchill had no water issues. George Meservey questioned the number of technicians that would be using the site. Mr. Teufel explained that it would take about 1 year to complete the set up, after that usage and maintenance would be determined by demand, possibly a few times a week. George asked about noise levels and lighting. There is no lighting. There is heat/air conditioning in the unit, which should not be heard by the nearby residence. George read the comments submitted by Bob Bersin, Highway Manger. If a new curb cut is to be added, Mass Highway Department must approve, as it is a state road. Jon Eitelbach said that the Massachusetts registered land surveyor who did the site plan must stamp it. Architectural Review approval and a Special Permit and/or Variance must be granted by the Zoning Board of Appeals. Jon also asked about fire suppression. Mr. Teufel said he did not think so but would notify the Fire Department if any was to be installed. Pat Ballo asked about the sump pump. Mr. Teufel explained that it was required due to the sensitivity of the equipment. Pat also commented that the existing septic system and a reserve area must be shown. Setbacks from the septic system must be verified. George Meservey asked if the committee wanted to recommend a particular finish. The committee felt that Architectural Review should determine that. Motion: Steve Edwards made a motion to accept the plan as the Formal Plan with the condition that it meet the all the requirements of Title 5 and that the surveyor stamp the plan. Jon Eitelbach seconded. Vote: 6 - 0 - 0 Media One, 15 Locust Road, proposed 1,500 square foot cable television relay building, represented by Chuck Goy, Mary O'Keefe of Media One, Steven Habeeb, architect and Chris Kanaga, lawyer. Building will be used for electronic equipment, minimal usage of one technician per day. Chuck Goy explained that the satellite dishes and concrete platforms on the site would be removed. The new building will house the fiber optic system for the area. George Meservey asked if the amount of impervious surface would increase. Mr. Habeeb said he had not checked that figure. George explained that if it did increase, drainage would need to be added. Steve Edwards asked about type of construction and alarms. Mr. Habeeb said it is a steel frame with a concrete veneer. There is no fire suppression system. There are multiple detectors installed. Steve Edwards commented that a lock box would be required by the Fire department. Jennifer Wood asked about wetlands in the area. After discussion, it was determined that there were none within 100'. Pat Ballo explained that the existing septic system and a reserve area must be shown on the site plan. Since the building is unoccupied, the septic calculations may not have to be re-done. Mary O'Keefe commented that there were fewer employees at the site now than when the system was designed. Chuck Medchill asked about utilities. Mr. Goy said there will be both overhead and underground utilities. Chuck stated that all underground utilities and water lines must be shown on the plan with a minimum of 5' separation. Jon Eitelbach stated that the site plan will need to be stamped by a Massachusetts registered surveyor. The Zoning Board of Appeals will require a Special Permit due to gross floor area of business being greater than 2500 square feet. Jon briefly reviewed the roof construction with the Architect. George Meservey asked about lighting. He recommended that lighting be directed down to avoid shining in residential areas. He then reviewed the items discussed; drainage calculations to be provided if required, underground utilities and septic issues to be addressed. A Formal Review is required. Minutes of December 2, 1998, Jon Eitelbach made a motion to accept, George Meservey seconded, 4 - 0 - 2.
