Absent:, Bruce Evans and Sue Leven Also Present: Chris Miller, Nancy Ice, Hal Minis, Pat Hughes and Jason Klump Recording or Taping Notification The Chair read"As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. Discuss Brewster Conservation Day,7-12-14 Hal Minis spoke regarding Brewster Conservation Day plans • Activities • Continued planning • 35 +/- contributors • Septic/ponds; public education Ponds - (next Pond meeting May 8, 2014- this is the first meeting of the Steering Committee for the town-wide ponds group) • Mark Nelson will be featured speaker • Pond Association table to interest people in their local pond • Orleans Pond Coalition will be present • Water component is significant • "Grow Native" group CWPC 4-28-14.docx 5/13/2014 2:12 PM Marilyn Mooers, Senior Dept.Assistant,ZBA Page 1 of 3 Septic • Still talking with Health Department • "ask the expert" • Alternative systems • How a septic system works; Coastal Engineering o Discussion regarding "business involvement"; prior discussion by CWPC was not to involve businesses. Several points were brought up for further discussion; keep as a consideration, maximizes education, don't be afraid of businesses taking part, balance/sized right, education NOT sales and key messages present such as septic and solar. Have confidence in the planning group to keep this in line. Several good demonstration systems should be explored. This type of day can probably never be entirely public sector. • AmeriCorps; "flush the kids" • Staffing questions? interested citizens, committee members • Discussion within group about table set up/flow 3. Review Integrated Water Resources Management Plan,Phase III, Progress Report Mark Nelson, HWG presented status report for Phase III • No questions from the Committee 4.HWG presents Pond mapping,shellfish propagation, Herring River memo and SMAST scope of work Mark Nelson presented; POND MAPPING • Detailed watershed maps to be done for every pond (2-3 acres or more) • Set up with BOH regulations • One map; 300'up gradient and 100'down gradient • Roughly 80 ponds; 30 ready to map • Manage septic waste to maximum • Scale isn't reconciled • Taking phosphorus into consideration • Professional reference to attenuation of phosphorus to water table • Pond level is typically ground water depth • Does BOH regulation have groundwater at this time? Not at this time, but a practical issue • Verify overflow at bog north of Elbow Pond. • Look at Variances more carefully; add additional factors • BOH has not seen this draft yet • What will trigger upgrade? Through real estate transfers? To be discussed • Outreach to pond shore owners • Brewster's approach; decentralize and financing • Public funds for level of support, "in failure" county loan apply. • If pond base has load; other replacements won't help • Proactive things first • More innovative answers as time goes on. This has not been presented to them yet SHELLFISH PROPROGATION • Opportunities for grant discussions • Regional effort SMAST scope of work • Contract in place (signed in March) Additional Discussion/not on the agenda TRI-TOWN PLANT • Lem has talked to Charlie; members welcome to attend the Tri-Town meetings • Town is part of a municipal agreement • Town Meeting articles; 1- financial for maintenance/demolition of plant, 2- to extend agreement • Orleans, Brewster, Eastham involved • Discussion must be opened as to what is going to happen MOTION by Dave Bennett to direct Sue Leven and Mark Nelson as our representatives, to meet with Charlie to discuss regionalization Second: Elizabeth Taylor VOTE: 8-0-0 Discussion; • 208 meeting; list of cooperation including broader scope than memorandum of understanding • Walking in circles, what discussion has already occurred? • Where is the money coming from? Selectmen have not had this discussion yet • Intermunicipal agreement could be a great vehicle • Can this Committee commit Mark's time? Mark is under contract with the town, Sue manages that contract. 5.Approval of Minutes from 3-24-14 MOTION by Dave Bennett to accept the Minutes of March 24, 2014 as amended. Second: John O'Reilly VOTE: 8-0-0 6.Topics the Chair did not reasonably anticipate • Who is appointing authority for CWPC? Selectmen • Progress report for stormwater has not been seen by the Planning Board yet. MOTION by Dave Bennett to adjourn at 6:30 pm.
