COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC)
Monday,July 14, 2014 at 4:30 pm
Brewster Town Office Building
Chairman Miller convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with members, Russell Schell,
Bruce Ev ns, Dave Bennett, Dan Ryan, Adam Curtis, Lem Skidmore and Elizabeth Taylor present.
Absent: John O'Reilly
Also Present: Susan Leven, Chris Miller, Jim Gallagher and Nancy Ice.

P. Miller asked how the Mill Pond Report is going, due in July. Sue will check with Mark.
P. Miller also asked how about the mapping project, as noted in Task D. Is that underway?
Leven noted the map was at Conservation Day. She will check if just Mill Pond or all ponds.
4chell had a question regarding stormwater mapping, unsure if to be discussed here or under agenda item 5.
June status report incorporates the May one as well. Final report in August

Leven indicated this is kind of a moot point; it was just an FYI.
It will be reviewed by Conservation and will not come before this committee.

4, Updat 'on Planning Board progress with draft storm water by-law
Leven noted she had a meeting with the Planning Board last week; they need/want more information. Mark will be back
to Planning Board in August. By-law probably will not go to Fall Town Meeting.
P. Miller asked if it looks like spring 2015. She asked Sue to notify this committee when it is on the Planning Board
agenda.
5.Town storm water projects
Because of previous questions as to what the Town is doing and has done this list was compiled.
Leven reilewed this listing with the committee; funded by grants, in design phase, under construction and private
projects. More projects under consideration once Pavement Management Report is finalized (draft just came in last
week).
P. Miller asked if the rest involve treatment or catch basins.
Bennett noted they are"first flush" retention basins, not treatment facilities.
Chris Miler was asked about the Millsites; they are entirely catch basins
Bob Berlin noted Millsite was a first flush project; drainage area and provide underground storage
P. Miller asked about Sheep Pond and Long Pond; running into the pond
Bersin-catch water going down, try to reduce amount that gets there. This is being redone. Ran into a problem with
handicapped access, being re-designed
P. Miller What is the cost involved? For a typical project?
Bersin-out of MA DOT (with prevailing wage) about$3500-3900, with leach pit about$7000.
Taylor-do'we have a list of everything that has to be done; matching the Kleinfelder map?
Bersin- has his own list that probably includes Kleinfelder info.
Bennett TC Bob Bersin; have you seen the draft Stormwater Proposal/Bylaw that has gone through this committee? YES
Are any practices going to be used other than in retention processes? Only for first flush.
Bersin-opr catch basic cleanings are clean enough to spread, what are we trying to clean-up? Brewster plan is much
stricter than the MA DEP regulation.
Taylor- list, Are all these just catch basins?
Leven-s me more involved
Bersin-2013-14 all catch basin work(listing is Bersin's personal priority list/alpha). No funding specifically for Stormwater
Quality. Pavement Management Program just came out last week; sorely lacking in funding. CDM evaluation, roughly 2/3
short in costs.
Ryan-how might one recommend other areas-such as Cahoon Road; into Small's Pond?A bog across the street.
Bersin-should be on the list.
Miller-C that is part of another bog, difficult site, cannot divert
Schell-schedule for"septic system management..." doesn't include what I thought was in the scope.
Urgent need for mapping stormwater flow in areas of high water table. Not just catch basins but culverts. Mapping
necessary. DOT and MA GIS clearly shows wetlands in these areas. When can we anticipate culverts will be mapped?
Bersin- EPA must first publish MS4. We have a little bit of funding.
Leven-rather large cost involved, looking at other funding sources. On the Town's radar.
Taylor- Kleinfelder mapping is specific. Would be nice to have the Consodine ditch system mapped
Leven-not an easy project
Taylor-does the town have any control on private property?
Bersin-we are lucky to have Mosquito Control to keep things flowing.
P. Miller+interesting if any of these areas could be used to demonstrate how we are going to comply with standards

Bersin-only Sheep Pond, Fisherman's Landing and Linnell Landing on the horizon
Bennett-1CDM study;" Pavement Management"- nothing to do with drainage, surface only? YES
More money for mapping, drainage etc. Practical use of roads.
Bennett-could you provide the list of the 22 direct discharges that the town is aware of/to Sue for next meeting?
Curtis-does all work bid out or in house? BID out
Taylor-Isithis in the Capital Plan for the Town? Are there grants for this type of work?
Bennett-Can we carry this to the next agenda?
