COMPREHENSIVE WAT ER PLANNING COMMITTEE (CWPC)
Regular Meeting
Monday, September 22, 2014 at 4:30 pm
Brewster Town Office Building
Chairman Paula Miller convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with
members Russell Schell, Dave Bennett, Dan Ryan, John O'Reilly, Adam Curtis and Elizabeth Taylor present.
Members absent: Lem Skidmore and Bruce Evans
Also Present: Susan Leven, James Gallagher, Jillian Douglass, Chris Miller and Bob Bersin

• Watershed report not released yet
• Lower Cape public hearing, October 24, 2-4 for stakeholders and 4-6 for public comment (not Oct.
23rd)
• Mark Nelson drafting a letter (dated September 24, 2014)
o Sue read the letter to the committee

o to be forwarded to the committee
o Comments due by November 20th
• Lengthy discussion regarding the 208 presentation
• Discussion regarding working with Orleans on several matters (tri town/WMA)

What is our responsibility?
• Not at the point of talking specifics
• Suggest we form recommendation and dialog to send/present to Board of Selectmen for OK or not.

• Lower Cape meeting format should be the same as Wellfleet/committee can attend as stakeholders
• Things to do; distribute Mark's letter and attend 208 meeting
3. Review HWG Progress Report for August
• Working on Phase III summary, Schoolhouse Pond report
• SMAST report?? Where is it??
• Lengthy discussion about how to get this report; stop payment to HWG (sub-contractor)
• Fertilizer reduction credit (Bylaw draft by the end of the week)
• Fertilizer Bylaw to town meeting/ Spring 2015
• Discussion regarding members issues with maps
4. Discuss Proposed Scope of Work "Outline for Implementation Activities Fall 2014 Funding"
from HWG
• Summary;
o this is the $60,000 allocated last Fall; proposed projects; $5000 for Fertilizer Bylaw moved into
this funding
o "Coordination with Pleasant Bay towns"; have started but moves this forward for best
implementation
o Parallel with CCC 208 and work of other towns; $25,000 budget, can get to this pretty quickly
o One discussion for all towns
o Implement at Captains Golf Course; is HWG taking over the monitoring and doing the annual
report? Don't think so, will discuss with Mark O'Brien
o Member comments on report; Brewster still has the responsibility of nitrogen removal after the
Golf course removal; where does this stand?
o Discussion of oyster beds, oyster habitat restoration, harvesting/substantial cost; provisions in
alternative analysis study/why pursue if the cost is prohibitive (Brewster is 14% of the
Pleasant Bay nitrogen)
o Compare our cost assumptions to 208 assumptions
o Discussion of other funding; Chesapeake Bay/funds to access?? (208 plan)
o Our original proposal was to harvest
o Take this back to Mark Nelson with comments/changes/go forward with timetables

o Benefit of a joint meeting help them understand time frames, permitting, cost
etc.
o worth pursuing/ provide staff support if needed
o Discussing the "Pond Betterment" issue/to pursue through legislation
• Mark and Sue are making a presentation at Southern NE Planning Association on
October 24th about Ponds
• Dave Bennett attended Brewster Chamber/monies became available for 6A paving
program/ with drainage improvements (minimum standards)
