NOTE: This Public Hearing of the Riverdale City Council to discuss the Status of Funded Activities for the Meals -to -Go Program was held in the Community Room of Riverdale's City Hall at the appointed time and in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). 1. WELCOME 1.1 CALL TO ORDER The meeting was called to order by Mayor Anthony Heddlesten at 6:49 pm. 1.2 ROLL CALL Council Members present: Doug Littrel, Paul DCamp, Vince Jurgena and Kelly Krell. Not present: Kevin Adams (not able to attend). 1.3 PLEDGE OF ALLEGIANCE 2. DISCUSSION 2.1. NEED FOR THE PROJECT Mayor Heddlesten provided a brief run-down of the situation the City's businesses and residents were facing as a result of the COVID-19 Pandemic and state -issued rules restricting customer access to businesses, specifically restaurants. 2.2. PROJECT DETAILS The City applied for a community development block grant (CDBG) funds through the state department of economic development and received approval of a $7,500 grant to fund a program that would pay the Duck Creek Pancake House for the preparation and delivery of meals for Riverdale residents adversely affected by the pandemic, are senior citizens (over the age of 65) or those who already fit within the state's guidelines for low - to -moderate income households. The City had to spend the money in advance and then apply for reimbursement through the State's department of economic development. Nearly 500 meals were delivered to over 120 residents of the community. Feedback from community members was positive and the Duck Creek Pancake House identified the program as a major reason it was able to stay in business during the early months of the pandemic. 2.3. PROJECT IMPACT Since the program was designed to provide meals to residents in the City of Riverdale, no relocations resulted from the program's implementation. Residents and other concerned citizens from outside the City were encouraged to contact the City via email or phone. People were able to also contact the City via its website. 3. PUBLIC COMMENT Eric Syverud asked if the City intended to continue managing the project. Wendy Syverud asked if the reimbursement funds have been received. Receipt of the reimbursement for funds expended was confirmed. Steve Townsend said that if the pandemic keeps flowing, the City may need to consider something like this again. The Mayor asked if any of the public members present participated in the program. There were some people who had and responded positively to the program. 4.
