REGULAR COUNCIL MEETING, DECEMBER 3, 2018
CALL TO ORDER
The Regular Council Meeting of December 3, 2018, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to amend the agenda, moving Item 15(a.)
RS2018-23 to Item 4(c.) under Miscellaneous. Councilwoman Wiseman se conded the
motion. There being no objection, the motion to adopt the amended agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Leanne Geiss of the American Heart Association presented the City of Jefferson
with the Silver Workplace Health Award. Human Resources Director Gail Strope
accepted the award, along with Human Resource Specialist, Becky Lee.
b. Mayor Tergin presented a Tenth Anniversary Proclamation to the Central
Missouri Foster Care and Adoption Association (CMFCAA). DeAnna Alonso,
President/CEO of the organization accepted the proclamation. Tammy Rogers
and Sarah Bashore were also recognized for their work with CMFCAA.

Ryan Moehlman, City Counselor, presented the resolution. Mayor Tergin
welcomed Joe DeLong who read a statement from his mother, and donor, Betty
Jo DeLong as to why she chose to donate the funds for the Bicentennial Bridge.
Mayor Tergin expressed the City’s appreciation for the very generous gift. Randy
Allen, President/CEO of the Jefferson City Area Chamber of Commerce and Bob
Gilbert, of Bartlett and West Engineering reiterated the Mayor’s appreciation for
the gift, and presented a short video featuring the design vision for the bridge.
Councilwoman Ward motioned to adopt RS2018-23. Councilman Schreiber
seconded the motion. The resolution was adopted by the following roll -call vote:

PUBLIC HEARINGS
a. Preliminary PUD Plan for Property Addressed as 3410 Shermans Hollow
i. Associated Pending Bill 2018-055
A staff presentation was made by Eric Barron, City Planning Manager.
The following spoke on the bill:
Paul VanHorn had questions related to the façade of the proposed
development.
Carol Poteat spoke on the bill. She was satisfied with City staff’s
answers to her questions.
Roger Weis spoke against the bill.
Rich Malone spoke against the bill.
Dorothy Ewers expressed concern with the bill.
Tom Hartman spoke in favor of the bill.
John Bailey spoke against the bill.
Mike Bates, of Central Missouri Professional Services, and
representing the property developer spoke in favor of the bill.
Steve Lightner, property developer spoke in favor of the bill.
Terry Remot, property developer, spoke in favor of the bill.
There being no others from the public to speak on the bill, Mayor Tergin declared
the evidentiary portion of the public hearing concluded and stated that the
Council would now take up the associated bill.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Announcements and Events
Fire Chief Matt Schofield announced the Fire Truck Fleet Dedication which will
be December 11th at 4:30 P.M., at the Miller Performing Arts Center.
Mayor Tergin made the following announcements:
The new fire trucks were on display at the Living Windows event on Friday,
November 30th.
The Mayor’s Christmas Tree Lighting was Thursday, November 29th. Mayor
Tergin expressed her appreciation for the Parks, Recreation, and Forestry
Department for decorating the tree and coordinating the event. A new
firetruck was at this event as well.
The Christmas Parade was Saturday, December 1st. Mayor Tergin thanked
Councilwoman Wiseman for her work with the Jaycees in coordinating the
parade.
The Special Olympics Polar Plunge event in the City of Jefferson is scheduled
for December 5th, at 4:30 P.M. Mayor Tergin encouraged councilmembers
and staff to participate. People can donate online at somo.org.
Councilwoman Wiseman announced the cancellation of the December 5th,
Committee on Administration meeting.

Councilman Fitzwater thanked the public safety officers and staff for their service
in keeping the community safe at the City’s various events.
Councilman Hussey thanked City Counselor Ryan Moehlman for his availability
on Saturday, December 1st to open the Council Chambers and Municipal Court
for the YMCA’s Youth in Government Group.
Mr. Moehlman announced the first court date, November 28th, which was held in
the new Municipal Court. Efficiencies have already been noticed in the new
space.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru made the following announcements:
There are two more weeks of school before the winter break.
Mayor Tergin and Councilman Graham participated in the United Way lip syncing
challenge hosted by Lincoln University.

c. Authorize the Renewal (Year 3) Estimated $26,000 Contract for Electric Motor
Repairs with Independent Electric
A motion was made by Councilman Graham and seconded by Councilman Prather to
approve the Consent Items. The motion was approved unanimously.

Councilman Graham requested to take 2018-066 off the Informal Calendar. There were
no objections. Mr. Moehlman presented Exhibit B to the contract which included end -
user privacy information.
Councilman Hensley motioned, and Councilman Mihalevich seconded the motion to
direct staff to inform Rave Mobility, pursuant to paragraph nine of the contract, that all
material received by Rave Mobility from the City shall be held confidential. The motion
passed unanimously by voice vote.

NEW BUSINESS
Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri,
she would entertain a motion to go into Closed Session to discuss the following:
(1) Legal actions, causes of action or litigation involving a public governmental
body and any confidential or privileged communications between a public
governmental body or its representatives and its attorneys. [Sec. 610.021(1)]
A motion was made by Councilman Mihalevich to go into Closed Session for the above-
stated reasons, seconded by Councilman Prather, and approved by the following roll-
call vote at 8:00 P.M.:
