COUNCIL “PRE-MEETING” WORK SESSION, DECEMBER 3, 2018
CALL TO ORDER
Mayor Carrie Tergin called the December 3, 2018 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber,
and Ward
Absent: Fitzwater and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilwoman Wiseman will lead the prayer.
Adoption of Agenda
- Mayor Tergin will entertain a motion to amend the agenda, moving Item 15(a.)
RS2018-23 to 4(c.) under Miscellaneous.
Public Hearings
- Eric Barron, Planning Manager will present Bill 2018-055.
Consent Agenda
- There were no questions at this time.
Councilwoman Wiseman arrived at 5:47 P.M.
Bills Introduced
- Mr. Barron will present Bills 2018-078 and 2018-079.
Councilwoman Wiseman arrived at 5:48 P.M.
- Matt Morasch, Director of Public Works will present Bill 2018 -080.
- Ryan Moehlman, City Counselor will present Bills 2018-081 and 2018-082.
Bills Pending
- Mr. Morasch will present Bills 2018-072, 2018-074, and 2018-077.

- Mr. Moehlman will present Bill 2018-073.
- Margie Mueller, Director of Finance and IT will present Bill 2018-075.
- Sonny Sanders, Director of Planning and Protective Services will present Bill
2018-076.
Informal Calendar
- Councilman Graham intends to take Bill 2018-066 off the informal calendar
for discussion and a vote. Mr. Moehlman explained that Exhibit B has been
added to the Rave Mobility contract and includes end-user privacy language.
New Business
- Mayor Tergin will entertain a motion to go into closed session pursuant to
RSMo Sec. 610.021(1).
