HomeMy Public PortalAbout15 - 2020 -15 - AMENDING EMPLOYEE HANDBOOK ORDINANCE 2020-15 AN ORDINANCE AMENDING ORDINANCE 2018-6, ESTABLISHING AN EMPLOYEE HANDBOOK FOR EMPLOYEES OF THE CITY OF GREENCASTLE WHEREAS, the Common Council of the City of Greencastle passed Ordinance 2018-6 establishing an Employee Handbook for the City of Greencastle Employees; WHEREAS, the Common Council wishes to update certain provisions contained in the Employee Handbook relating the Employee Benefit Programs; NOW THEREFORE be it ordained by the Common Council of the City of Greencastle that the City of Greencastle Employee Handbook, which is incorporated herein, is hereby amended as follows: 1. Section 305. Holidays. The paragraph regarding Floating Holidays shall be deleted. 2. Section 307. Sick Leave Benefits. A. The second full paragraph of the section shall be amended as follows: Upon the date of hire, eligible employees will begin accruing eight-hours of paid sick leave benefits for each month worked, with a cap of 288 hours. Police Department employees who work 12-hour shifts shall accrue 8 hours of paid sick leave benefits for each month worked, with a cap of 288 hours. Fire Department employees who work 24 hour shifts shall accrue 10.61 hours of paid sick leave benefits for each month worked, with a cap of 384 hours. Any sick time accrued over the above amounts shall be forfeited. B. The Table showing the amount an employee shall be paid for unused sick time if he/she leaves employment after twenty years of service shall be amended as follows: Type of Employee Amount 8-hour shift employees and Six dollars and twenty-five cents ($6.25) 12-hour shift employees per unused sick leave benefit hour 24-hour shift employees Four dollars and sixty-nine cents ($4.69) per unused sick leave benefit hour C. The last paragraph of the first section under Section 307 shall be amended to read as follows: Employees may bank up to a maximum of 288 unused sick leave hours 384 unused sick leave hours for Fire Department employees who work 24-hour shifts. Employees who terminate employment with the City of Greencastle will not be compensated for accrued but unused sick leave benefits, unless the employee meets the 20-year employment requirements stated above. 3. Section 507 Overtime/Compensatory Time/Flex-Time. The second paragraph under the Police Department Employees heading shall read as follows: All full-time police officers of the Police Department who are engaged in law enforcement activities will be compensated in accordance with the Section 7(k), partial overtime pay exemption of the Fair Labor Standards Act (FLSA). In conjunction with the use of Section 7(k), the City of Greencastle further adopts the use of a 14-day work period" for the purposes of determining compensation for overtime hours worked. Based upon the forgoing, the annual hourly rates for full-time employees of the Police Department as set forth in the City of Greencastle's annual salary ordinance constitutes straight-time compensation for all regularly scheduled hours of employment during each "work period." All full-time police officers of the Police Department will be paid straight time compensation for up to 86 hours of regular employment during each "work period." Overtime pay will be accrued for all time worked in excess of 86 hours during a"work period." Overtime earned during a"work period" will be paid in the first regularly scheduled paycheck issued subsequent to the "work period" in which the extra compensation was earned. Eligible Police Department employees may be allowed to accrue up to 48 hours of"Compensatory Time" and employees will be paid out for any unused"Compensatory Time" at the end of the calendar year. The Police Chief will keep verifiable records of overtime worked which will include the date, hours worked, reason for the overtime and a record of"Compensatory Time" used. All other terms and conditions contained in the City of Greencastle Employee Handbook, not inconsistent herewith, shall remain if full force and effect. This Ordinance shall take effect January 1, 2021, and upon passage of the Greencastle Common Council and its approval by the Mayor.
