• The Commission signed the following documents:
- Lenity Architecture & Legacy Farms LLC, 0 East Main St – Order of Conditions (188-1534)
- Mazza, 32 Wilson St – Order of Conditions (188-1535)
- Lussier, 0 Valentine Cir – Order of Conditions (188-1530)
- South Mill Street LLC, 20 Hunters Ridge Way (Lot 1) – Order of Conditions (188-1537)
• Mr. Waldron made a motion to approve the request for payment dated 10 February 2014. The motion
was seconded by Ms. Recos and it passed unanimously.
• Mr. Waldron made a motion to approve the request for waiver of RDA filing fees and not to waive
the consultant fees for Hopkinton DPW, 83 Wood St (HCC File Number: RDA 2014-3). The motion
was seconded by Mr. Nation and it passed unanimously.
• Mr. Waldron made a motion to approve the request for waiver of NOI filing fees and not to waive the
consultant fees for Hopkinton DPW, Lake Shore Dr. The motion was seconded by Ms. Recos and it
passed unanimously.
• Ms. Reed arrived at this time.
• The Commission reviewed the Draft Annual Report for 2013.
• A brief discussion was held regarding the Attorney Hall legal opinion regarding quorums and voting.

Request for Determination of Applicability
Scott Goddard, Goddard Consulting, LLC; Christopher Nation, 20th Century Homes, Inc.
Mr. Craig Nation recused himself at this time.
Mr. Goddard provided an overview of the Request for Determination of Applicability application and site
plans dated 06 January 2014. He stated they will be performing soil testing and need to cross one area of
wetland to access some upland areas. He stated they will be placing plywood over the wetland to get the
machine across.
Ms. Recos made a motion to close the hearing and issue a Negative Determination of Applicability with
the standard conditions. The motion was seconded by Mr. Waldron and it passed unanimously.

Notice of Intent
Scott Goddard, Goddard Consulting, LLC; Christopher Nation, South Mill Street LLC
Mr. Goddard provided an overview of the Notice of Intent application and site plans dated 08 January
2014. He stated they have added the additional signage to the permanent immovable barrier on the plan.
Mr. Waldron made a motion to close the hearing and issue an Order of Conditions with the standard and
noted special conditions. The motion was seconded by Ms. Recos and it passed it was passed by
everyone except Mr. Barnes who opposed.
Mr. Craig Nation returned to the Commission at this time.
8:05 PM MassDOT, Interstate Route 90 RDA 2014-2
Request for Determination of Applicability
Susan McArthur, MassDOT; Tom Keough, AECOM
Ms. McArthur provided an overview of the Request for Determination of Applicability application and
undated site plans, sheets 1 & 2 of 2, entitled “RDA Project Plans Toll Zone AETS # 07”. She stated the
work includes preparing the roadway for electronic tolling gantries to be installed within the next few
years.
Ms. Recos made a motion to close the hearing and issue a Negative Determination of Applicability with
the standard conditions. The motion was seconded by Mr. Waldron and it passed unanimously.
8:15 PM Pyne, 189 & 191 Pond St, 4 Christian Way DEP File No. 188-1539
Notice of Intent
David Marquedant, JD Marquedant & Associates; Jim Pyne, applicant
Mr. Marquedant provided an overview of the Notice of Intent application and the site plans dated 20
December 2013. He stated there is a roadway being proposed at 1000 feet in length. He stated it is
proposed to be 40 feet wide and with an 18-foot wide surface of re-grinded asphalt. He stated the erosion

control barrier will be located 15-feet from the closest point to the wetland. He stated that three new
single family homes will be constructed and served by Town water and private septic systems. He stated
the Planning Board needs to determine whether the project will be classified as a 3 or 5 lot subdivision. If
they determine the project is a 5 lot subdivision then the project will be subject to DEP Stormwater
Management Standards. He stated two of the lots are existing with single family homes and they are
proposing 3 new lots off the propsed roadway. He stated they have tried to minimize the cul-de-sac
radius, but designed the roadway to meet Fire Department minimums.
The hearing was continued to 10 March 2014.
