1. Roll Call.
In absence of an elected Chairperson for the Commission, Zoning Administrator Tim Long
called the regular meeting to order at 6:00 p.m.. Present at roll call were Planning and Zoning
Commission members Bill Briesch, Gloria Gierke and Mark Griswold. Members Kevin Adams
and Jenny Staub were absent. Also present were City Administrator Tim Long, City Engineer
Chris Cooper and various members of the community (see sign-in sheet, attached).
2. Review and Approval of the Agenda.
Motion by Briesch, second by Griswold to approve the Agenda as presented. Voice vote, all
ayes. Motion carried.
3. Appointment of Commission Chair, Vice Chair.
Motion by Briesch, second by Gierke to appoint Mark Griswold as Chairman of the Riverdale
Planning and Zoning Commission. Voice vote, all ayes. Motion carried.
There were no nominations for Vice Chair, and no action was taken. The position stands as
vacant.
4. Approval of the Minutes.
4.1.1 Approval of the Commission Meeting Minutes from the January 24, 2017
meeting.
Motion by Briesch, second by Gierke to approve the minutes for January 23, 2017 as presented.
Voice vote, all ayes. Motion carried.
4.1.2 Approval of the Commission Meeting Minutes from August 10, 2017.
Gierke observed that the minutes should reflect that the Commission recommended the zoning
proposal limit garage stalls to three, rather than four as stated. Motion by Gierke, second by
Briesch to approve the minutes for August 10, 2017 as amended reflecting three rather than four
garage stalls. Voice vote, all ayes. Motion carried.
5. Public Hearing, Preliminary Plat, Woods Estates Subdivision.
Motion by Griswold, second by Briesch to open the public hearing at 614 p.m. Voice vote, all
ayes, motion carried.
Griswold opened the floor for public comment. Comments are listed in order of hearing.
Constituent cited concern with the lack of emergency access, and that the side yard setbacks for
the proposed lots backing onto Circle Drive should have the same side yard setbacks as the
existing Circle Drive lots.

Another constituent commented that they didn’t think the current access to the subdivision met
the State Code for emergency services, that the existing emergency access way did not meet a
20’ minimum requirement. Board member Gierke observed that Riverdale Fire Chief Brian
Ballard hadn’t objected to an 8’ wide paved lane with removable bollards.
Another commenter shared that there was no play area for children provided in the plan,
acknowledging open space is provided, but not specific park space. There was also concern
stated about potential new runoff into existing neighborhoods. They also requested additional
sheets showing each “layer” of information on the plat.
Similarly, another commenter suggested provision of “pocket parks” located at T intersections to
avoid auto headlights shining directly into homes at the end of those streets.
Chairman Griswold expressed concern with the depth and size of the proposed detention pond.
Woods’ engineer McPherson stated that the pond as shown was worst case, that the overall need
was still in design and may be reduced. McPherson explained that the detention pond would be
designed to contain the water from a 100 year storm and release it at a controlled rate.
Another constituent commented that the proposed emergency access was via an oblong
trapezoidal shaped tract, and was excessively wide at the back end, and could be narrowed.
Another commenter requested consideration of additional walkway access to the public open
space at the rear of some of the lots.
Another commenter requested there be a 7’ wide space platted at the back of all new lots
adjoining existing lots to minimize neighbor conflicts over fences, gardens and trees. He also
stated that approval for water service needed to be obtained from Iowa American Water, which
the developer’s engineer confirmed.
The developer’s engineer confirmed that there were no sidewalks or streetlights in the plan, per
City Code.
City Administrator Long stated that the developer could combine the process for preliminary and
final plat approval at one meeting.
Mayor Bawden strongly recommended that conduit be installed for future fiber optic cable to
each home.
Long read aloud the public comments conveyed by Council Member Heddlesten, attached to
these minutes.
Long advised that further discussion would be brought to a subsequent meeting before any
recommendation would be sent to Council.
With that understanding, there were no further comments, and the hearing was closed in the
interest of starting the regular City Council meeting.

6. Consideration of Woods Estates Subdivision meeting zoning and subdivision
regulations.
No consideration was made and no action was taken on this agenda item.
7. Accessory Building Regulations Residential District.
No consideration was made and no action was taken on this agenda item.
8. Adjournment.
Motion by Briesch, second by Gierke to adjourn the meeting at 7:09. p.m. Voice vote, all ayes.
