1. Roll Call.
Mark Griswold, Acting Chairman, called the regular meeting to order at 7:00 p.m.. Present at roll
call were Planning and Zoning Commission members Bill Briesch, Gloria Gierke, Griswold and
Maggie Iverson. Member Kevin Adams was absent. Also present were City Administrator Tim
Long, City Engineer Chris Cooper, Council members Anthony Heddlesten and Paul DCamp,
City public works employee George Miller, Civil Engineers Calisse McPherson and Maggie
Motto, J & M Civil Design (for Woods Estates) and various members of the community (see
sign-in sheet, attached).
2. Review and Approval of the Agenda.
Motion by Griswold, second by Gierke to approve the Agenda as presented. Voice vote, all ayes.
Motion carried.
3. Approval of the Minutes.
Motion by Griswold, second by Briesch to approve the minutes of May 24, 2018 as
presented. Voice vote, all ayes. Motion carried.
3. Public Hearing, Final Plat and Plans, Woods Estates Subdivision.
Motion by Iverson, second by Briesch to open the public hearing at 7:10 p.m. Voice vote, all
ayes.
Responding to Griswold, McPherson described the changes to the original plan including
reducing the size of the original detention pond and adding a second pond. McPherson noted
that the pond was similar in size to a detention pond in a subdivision on 53rd Street. Responding
to Briesch, McPherson stated that the flow to both ponds eventually flows into Duck Creek. She
added that the type of paving for the emergency access drive between lots 33 and 34 would be
specified as to type of paving. Responding to constituent Wendy Syverud, McPherson advised
that the ponds would need to be maintained by the City, and confirmed that the subdivision
proposed 116 lots. McPherson confirmed for Briesch that the stormwater would flow from
northwest to southeast, away from Fieldcrest. Syverud questioned the usability of the dedicated
open space for recreation purposes, and what constituted “usable”. Council member DCamp
proposed the City should consider purchasing additional space for a park now. Council member
Heddlesten concurred with DCamp’s interest in obtaining additional lot or lots for a park, but
acknowledged that the terms of the City’s subdivision ordinance do not mandate a particular type
of park be donated. Responding to Griswold, McPherson stated that Phase 1 of the subdivision
was located nearest to the highway and at the top of the hill. Responding to City employee
George Miller, McPherson stated that the Iowa DOT had given preliminary approval to the
intersection design with US 67 / State Street. Constituent Linda Hupp stated that the City would
be better served by making improvements to Centennial Park rather than building a new one.
Hupp furthered that it had been the intent of the earlier City Council to develop a natural walking

trail through the ravine adjoining the Woods property, to which constituent Teri Stickler agreed.
DCamp furthered his interest in providing for new playground space in the new subdivision, and
wondered about the level of utilization for Bicentennial Park. Regarding access to the new
subdivision, Iverson spoke to the importance of fire truck access through the current park, and
also confirmed that construction equipment would not be accessing the property via the current
park. Responding to Iverson, Cooper stated that an annual inspection of the stormwater facility
should be done, and that he had no objection to the design as proposed.
Hearing no further comment or questions, Griswold called for a close of the public hearing.
Motion by Gierke, second by Briesch to close the hearing at 8:02 p.m. Voice vote, all ayes.
Motion carried.
4. Consideration of Woods Estates Subdivision meeting zoning and subdivision
regulations.
Briesch confirmed that the City Engineer must OK the plans and specification per the City’s
standards; stated that in his opinion the Council should further improve Bicentennial Park, and
the plans should show clear access by trucks and other equipment to the detention ponds.
Iverson concurred with the specific technical points raised by Cooper in his plan review and
recommended that those be addressed by the developer; that Bicentennial Park should be
improved, that park playground equipment be considered in the large detention basin right away;
that the Council commit to utilizing the ravine surrounding the subdivision for a walking area for
future accessibility. Responding to Iverson, Cooper stated that the City should provide for
emergency access to the subdivision through Bicentennial Park at the point 30 houses were built.
Motion by Iverson, second by Briesch to provide for fire and emergency vehicle access to the
subdivision when 30 houses were built, to improve current park space and future improvements
to the new green space, and provide for park equipment in the detention basin area. Voice vote,
all ayes, motion carried.
5. Adjournment.
Hearing no further discussion, the meeting was adjourned by Griswold at 8:25 p.m.
