HomeMy Public PortalAbout08/21/07 Special CCM313 MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 21, 2007 The City Council of Medina, Minnesota met in special session on August 21, 2007 at 6:02 p.m. in the Medina City Hall. Mayor Crosby presided. I. Call to Order Members present: Johnson, Weir, Crosby, Cavanaugh (arrived at 6:20 p.m.) Members absent: Smith Also present: City Administrator Chad Adams, Police Chief Ed Belland, Public Works Foreman Steve Scherer, and Finance Director Jeanne Day. II. 2008 Budget Work Session Discussion occurred on the Council's political will to increase the City's budget, tax levy and tax rate to accommodate the needs of the City, primarily transfers for long-term funding of roads and other capital improvement items. Adams provided a presentation on the major changes from the 2007 to 2008 budget including roads, fire, and surface water management needs. Cavanaugh arrived at 6:20 p.m. Discussion occurred on the pavement management program, including the amount of transfer, $200,000 versus $400,000 for 2008. Discussion also entailed whether funds being transferred should be spent on projects today to demonstrate progress versus setting aside funding for future roads. Adams stated that the Municipal State Aid revenue source is not included in the long- term budget analysis for roads due to unavailability relating to the truck traffic regulations. Discussion was held on the storm water utility to meet storm water related needs. Discussion entailed the fairness of costs from the utility. The budget does not include the storm water utility and Adams advised the general fund continue to fund the storm water needs until a decision to create a utility is made, at which point the general fund budget could be reduced. The creation of a financial management plan was discussed including a formal financial management plan, forecasting for next 30 years, to be completed in 2008. Staff was requested to prepare a conceptual 30-year plan for the September 4a' meeting. Adams requested direction on the parks concession building in Hamel Legion Park. The Park Commission is recommending a 2008 project, with the allocation of $200,000 in Medina City Council Special Meeting Minutes August 21, 2007 314 park dedication funds, which is a change from requiring 100% donations for the project. Adams advised the construction of the facility will likely have operational impact on financial and staff resources for 2009.
