HomeMy Public PortalAboutOrd. 1150 ORDINANCE NO. 1150 AN URGENCY ORDINANCE OI' THE CITY COUNCIL OF THE CITX OF LYNWOOD AMENDING ORDINANCE NO. 570, THE ZONING ORDINANCE, REGULATING THE USE AND LOCATION OF AMUSEMENT ARCADES IN THE CITY'S COMMERCIAL ZONE The City Council of the City of Lynwood DOES HEREBY ORDAIN as follows: SECTION 1. Section 8.01 amended by adding the following; 4a. Arcade (Providing that 8.12 are met). of the Zoning Ordinance is the requirements of Section Section 2. Chapter VIII of the Zoning Ordinance is amende~by adding Section 8.12. to read as follows: SECTION 8.12 RESTRICTION ON ARCADES Arcades consisting of four (4 ) or more coin operated amusement machines shall be permitted in the C-2 Zone with a Conditional Use Permit. The following conditions and standards shall be met and maintained: 1. The use shall be conducted entirely within a building. Where an arcade is maintained in a structure in which other business activities are conducted, the arcade area shall be separated from the non-arcade area by partition or other means in such a manner as to facilitate enforcement of the arcade restrictions contained herein. 2. No premises shall be open to the public unless at least one (1) adult attendant is present during all hours of operation whose responsibility it shall be to maintain order on said premises. 3. No such use shall be operated within 500 feet of any property used for a public or private school or within 500 feet of any other amusement arcade. 4. The arcade area of any establishment shall not be open for business betweeen 2 A.M, and 6 A.M. Persons under the age of 18 years shall not be permitted in the arcade area of any establishment before 3 P.M, on days when the Lynwood Unified School District is in session (such days being "school days") ar after 10 P.M, on any days preceding a school day, unless accompanied by a parent or guardian. persons under 18 years of age may remain in, enter, or visit such arcades until 12 midnight on Fridays, Saturdays and other days not preceding school days. 5. Amusement arcades within this City and others in the greater Los Angeles area have been found to create law enforcement problems including those related to the congregation of children around arcades late at night. Such arcades also provide a significant inducement to truancy by minors unless properly regulated as to location and hours of operation, as provided in this ordinance. The immediate regulation of these arcade uses is necessary in order to prevent the proliferation of such arcades prior to the effective date of the ordinance and to provide immediate regulation for the protection of minors and surrounding land uses. SECTION 5.
