Subparagraphs (a),(b),(c), and (d) of Section 3-32, all in Article III, Division 1, of the Lynwood Municipal Code, are repealed in their entirety, and the following section is enacted in place thereof: Section 3-32. Real Estate signs are permitted in all zones, subject to the following restric- tions: (a) Permitted sign types are non-illuminated wall, window or free standing Number of signs: one per street upon which the premises abuts; (b) One (1) wall-mounted or free standing real estate sign shall be permitted for each street or highway frontage provided: I. such sign does not exceed six (6) square feet in sign area or twelve (i2) square feet in total sign area on any street or highway frontage of one hundred (100) feet or less; and, 2. that such sign does not exceed thirty two (32) square feet in sign area or sixty-four (64) square feet in total sign area on any lot or parcel of land having a street or highway frontage greater than one hundred (100) feet. (c) Open House signs, on a temporary basis during those hours when a house is open for inspec- tion without an appointment; such signs may not be larger than six (6) square feet in area, nor more than four (4) feet high; banners or flags may also be used during those hours when a house is open for inspec- tion without an appointment; maximum area of banners -- six (6) square feet; maximum height of banners -- six (6) feet; and to be placed on the site open for inspection, not on public property; one Open House sign will be allowed on two of the major boulevards or arterials, and one on two local streets; .a maximum of four (4) signs. AN ORDINANCE OF THE CITY OF LYNWOOD REPEALING SECTION 3-32, SUBPARAGRAPHS (a),(b),(c), AND (d) OF THE LYNWOOD MUNICIPAL CODE IN THEIR ENTIRETY, AND ENACTING NEW REGULATIONS IN PLACE THEREOF, AND AMENDING SUBPARAGRAPH (e) TO ESTABLISH REGULATIONS WITH RESPECT TO REAL ESTATE SIGNS IN THE CITY OF LYNWOOD. The City Council of the City of Lynwood HEREBY DOES ORDAIN as follows: L (d) All real estate signs shall be removed from the premises within thirty (30) days after the property has been rented, leased, or sold." Section 2. Section 3-32, subparagraph (e), Article III, Division 1, is amended to change the word "brought" to "taken", as follows: "(e) Whenever the Code Enforcement Officer, ~ * ~ sign, rider of flag shall be taken to an appropriate location _ _ ~~ Section 3. If any section, subsection, sub- division, sentence, clause, phrase or portion of this ordinance, or the application thereof to any person or place, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not af- fect the validity of the remaining portions of this ordinance or its application to other persons or places. The City Council here- by declares that it would have adopted this ordinance, and each section, subsection, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions, or the application thereof to any person or place, be declared invalid or unconstitutional. Section 4. The City Clerk is hereby ordered and directed to certify to the passage of this ordinance and to cause the same to be published once in theLynwood Press, a newspaper of general circulation, printed, published, and circulated in the City of Lynwood. First read at a regular meeting of the City Council of said city held on the 15th day of December and finally ordered published at a regular meeting of said~Council held on the 5th day of Januar y , 198.
