Leesburg, VA (June 24, 2014) – The Leesburg Town Council recently amended the Town Code regarding Town personal property taxes. Beginning with the 2015 tax year, the Town will no longer pro-rate personal property taxes on automobiles, motorcycles, RVs, other motor vehicles and trailers. In addition, the due date for payment of personal property taxes was changed from October 5th to May 5th of each year. As a result of these changes, taxpayers will not receive personal property tax bills in September 2014. The next personal property tax bills will be mailed to taxpayers in April 2015 and will be due on May 5, 2015. The 2015 tax bills will be based on the assessed value of personal property located in the Town of Leesburg as of January 1, 2015. If a taxpayer sells or transfers a motor vehicle after January 1, 2015, the personal property taxes on that vehicle will not be pro-rated and the taxpayer will be billed for the full 2015 tax amount, due on May 5, 2015. If a taxpayer purchases a new vehicle after January 1, 2015, the taxpayer will not owe personal property taxes on the new vehicle for 2015 and will not be billed for personal property taxes until 2016. These changes in Leesburg’s personal property taxes do not affect the requirement to register a new vehicle with Loudoun County and the Town, and to obtain a Town decal, within 30 days of acquiring the vehicle. Delinquent personal property taxes through the 2013 tax year will be pro-rated on a case-by-case basis. Delinquent personal property tax bills for the 2013 tax year were mailed in May 2014. Additional collection procedures will be implemented for delinquent tax bills for tax years 2009 through 2012.
