AN ORDINANCE, making an appropriation of One Million Three Hundred Fifty
Thousand Dollars ($1,350,000.00) from the Sanitary Replacement Fund to be used for sanitary
sewer construction in Langley and Philo Sanitary Storage (13336) in Unincorporated St. Louis
County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of
The Metropolitan St. Louis Sewer District to enter into Contract No. 21941 with Kelpe
Contracting, Inc. for sanitary sewer construction.
WHEREAS, the bid for said sanitary sewer construction is One Million One
Hundred Seventy-Seven Thousand Three Hundred Sixty-One Dollars ($1,177,361.00) and the
allowance for construction change orders and other project expenses is One Hundred Seventy-Two
Thousand Six Hundred Thirty-Nine Dollars ($172,639.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of One Million Three Hundred Fifty Thousand Dollars
($1,350,000.00) is hereby appropriated from the Sanitary Replacement Fund for sanitary sewer
construction in Langley and Philo Sanitary Storage (13336) in Unincorporated St. Louis County,
Missouri; said contract being comprised of such terms and conditions as have been approved by
the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21941
with Kelpe Contracting, Inc., as the lowest responsible bidder for sanitary sewer construction in
Langley and Philo Sanitary Storage (13336) in Unincorporated St. Louis County, Missouri,
pursuant to bids received on the 17th day of March, 2021.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on May 13, 2021.
