AN ORDINANCE, making an appropriation of Two Million Four Hundred Ninety
Thousand Dollars ($2,490,000.00) from the Sanitary Replacement Fund and One Hundred Sixty
Thousand Dollars ($160,000.00) from the Districtwide Stormwater Fund to be used for sanitary
sewer construction in Tulane – Wilbur Outfall Sanitary Relief Sewer (Weber Rd to Hildesheim
Ave) (12239) in the Village of Wilbur Park and in Unincorporated St. Louis County, Missouri;
and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St.
Louis Sewer District to enter into Contract No. 22024 with Fred M. Luth & Sons, Inc. for sanitary
sewer construction.
WHEREAS, the bid for said sanitary sewer construction is Two Million One
Hundred Ninety-Six Thousand One Hundred Twenty-Six Dollars ($2,196,126.00) and the
allowance for construction change orders and other project expenses is Four Hundred Fifty-Three
Thousand Eight Hundred Seventy-Four Dollars ($453,874.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Two Million Four Hundred Ninety Thousand Dollars
($2,490,000.00) is hereby appropriated from the Sanitary Replacement Fund and the sum of One
Hundred Sixty Thousand Dollars ($160,000.00) is hereby appropriated from the Districtwide
Stormwater Fund for sanitary sewer construction in Tulane – Wilbur Outfall Sanitary Relief Sewer
(Weber Rd to Hildesheim Ave) (12239) in the Village of Wilbur Park and in Unincorporated St.
Louis County, Missouri; said contract being comprised of such terms and conditions as have been
approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22024
with Fred M. Luth & Sons, Inc., as the lowest responsible bidder for sanitary sewer construction
in Tulane – Wilbur Outfall Sanitary Relief Sewer (Weber Rd to Hildesheim Ave) (12239) in the
Village of Wilbur Park and in Unincorporated St. Louis County, Missouri, pursuant to bids
received on the 12th day of March, 2021.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on May 13, 2021.
