HomeMy Public PortalAbout2014 0527 Minutes RevRiverdale Planning and Zoning Commission Minutes from May 27, 2014 Page 1 Riverdale Planning & Zoning Commission Meeting Meeting Minutes 6:30 PM May 27, 2014 Committee Members: Montie Gauss^, Craig Clark, Dennis Stolk, Heather Wren, Nancy Ulrich Published Agenda: Wrap up of Zoning Ordinance Changes, Fence Heights, Brenny Update, Any Other Business Meeting was called to order at 6:30 PM in Riverdale City Hall. Mayor Paddock spoke on open meeting law. She cautioned us to not reply t o all regarding commission business. She also cautioned us not to discuss commission business informally if there is more than a quorum (3) present because that could be construed as a meeting. Wrap up of Zoning Ordinance Changes  We discussed Section 64.A.4.9 which referred to section 18.29 regarding visibility requirements but there is no section 18.9. This reference should be to section 35.03 - Fence Regulations - Setback.  Gauss reported that Dean Hiles of the Board of Adjustment reported that he had suspicions that the update of the zoning ordinance changed the functionality of the Board of Adjustment. Gauss reported that his comparisons of the update with original wording of the ordinance match exactly and believes that there is no change to the Board of Adjustment.  The committee discussed fees for building permits and any inspections. Currently, Scott County sets the fees for building permits and their inspections and there is no fee for Riverdale's Zoning Inspector. The committee decided that in order to allow future flexibility, references to specific fees will be replaced with wording such as; "fees determined by Scott County and the City of Riverdale." This was adopted for pages 10 and 88 of the updated ordinance.  The zoning map was reviewed and finalized as follows. All C sections along Highway 67 will be designated as C2. The small triangular piece of R2 at Western edge of Highway 67 will remain R2 and is currently a park owned by the city. The thin section of Alcoa property on the Western edge of their plant that borders an M1 and M2 section is a M2 area. The triangular area at the intersection of Valley Drive and Bellmont is adjacent to an R2 and should be R2. The small sections of R2 and C1 at the intersection of Valley Drive and Highway 67 were previously changed to R1 by council but not mapped. This should be corrected and mapped as R1.  Stolk requested information regarding building fees paid by Alcoa. Gauss agreed to investigate.  Gauss agreed to update the current ordinance and forward to the City Council for their approval. Riverdale Planning and Zoning Commission Minutes from May 27, 2014 Page 2 Fence Heights - Mayor Paddock requested that the commission review Riverdale's fence height regulations. Currently residents without a pool are allowed a five foot fence and those with a pool must have a five to six foot fence. Wren pointed out that Davenport allowed six foot fences as the norm. The commission also discussed problems that have come about because of the regulations in the past. With no clear consensus, the commission decided to proceed with current fence regulations for what they present in the updated Zoning Ordinance and discuss any potential changes at a future meeting. Brenny's - Gauss updated the commission on the Brenny's Landscaping Plan. Brenny's was granted an extension to complete their landscaping plan due to inclement weather. That extension will expire on June 4th. Mayor Paddock has requested that any landscaping that could potentially be damaged by the installation of the bike path this fall be delayed. The commission concurs with this request but pointed out that there are several items on the plan that have not been completed that do not seem to conflict with the future building of the bike path. Gauss agreed to discuss with Mayor Paddock and Brenny's. Other - Judy Hiles, Chairwoman for the Fourth of July Committee has invited the commission to ride in the parade on the Fourth of July to publicize the commission. After the discussion, the commission agreed that all who were available would ride in the parade. Gauss to contact Hiles. The next meeting of the Planning and Zoning Commission was set for June 24th at 6:30 PM at City Hall.
