HomeMy Public PortalAbout2018-12-171 REGULAR COUNCIL MEETING, DECEMBER 17, 2018 CALL TO ORDER The Regular Council Meeting of December 17, 2018, was convened at 6:04 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Prather to amend the agenda, adding Item 4(c.) under Miscellaneous to recognize Municipal Judge Cotton Walker. Councilman Graham seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS a. City Administrator Steve Crowell presented the CAFR and PAFR award to the Finance Department. Finance and IT Director Margie Mueller joined Mr. Crowell in recognizing Shiela Pearre and Cara Sankey from the Finance Department. Mayor Tergin thanked them for their hard work performed to receive the awards. b. Mr. Crowell then recognized the December Outstanding Employee Service Award Recipient, Fire Engineer Ryan Lock. Mr. Lock was presented with a City Coin and gift certificates for his hard work and dedication to the City and its citizens. Fire Chief Matt Schofield then provided a video presentation on the “Close before you Doze” fire safety initiative. c. Mayor Tergin then invited Municipal Judge Cotton Walker to the podium. Mayor Tergin presented a plaque with a key to the City to Judge Walker, honoring him for over seven years of service to the City as Municipal Judge. PUBLIC HEARINGS a. Rezoning 2.69 Acres of Land Located in the 2700 Block of Route CC from RU Rural to C-2 General Commercial 2 REGULAR COUNCIL MEETING, DECEMBER 17, 2018 i. Associated Pending Bill 2018-078 A staff presentation was made by Eric Barron, City Planning Manager. Paul Sampson of Central Missouri Professional Services spoke in favor of the bill, on behalf of Mr. Pinot, the owner of Green Horizons. There being no others from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated bill. 2018-78 sponsored by Councilman Graham, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 2.69 ACRES LOCATED IN THE 2700 BLOCK OF ROUTE CC FROM RU RURAL TO C-2 GENERAL COMMERCIAL. There being no one from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated bill. 2018-82 sponsored by Councilman Mihalevich, entitled AN ORDINANCE APPROVING A PLAN FOR AN INDUSTRIAL DEVELOPMENT PROJECT FOR COMMAND WEB OFFSET COMPANY, INC., A MISSOURI CORPORATION, CONSISTING OF THE ACQUISITION AND INSTALLATION OF CERTAIN PERSONAL PROPERTY AND EQUIPMENT AT THE COMPANY’S MANUFACTURING FACILITY; AUTHORIZING THE CITY OF JEFFERSON, MISSOURI, TO ISSUE ITS TAXABLE INDUSTRIAL DEVELOPMENT REVENUE BONDS (COMMAND WEB PROJECT), SERIES 2018, IN A PRINCIPAL AMOUNT NOT TO EXCEED $34,250,000 TO FINANCE THE COSTS OF SUCH PROJECT; AUTHORIZING AND APPROVING CERTAIN DOCUMENTS; AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION WITH THE ISSUANCE OF THE BONDS. Councilman Hussey motioned to approve the above recommendations. Councilman Graham seconded the motion. The motion to approve passed unanimously. b. Mayor Tergin informed the City Council that she would not be appointing a Municipal Judge until after the election filing deadline on January 15 th. Until such time, Curtis Hanrahan will fill in after Judge Cotton Walker is sworn into his new position as Cole County Associate Court Judge. Mr. Hanrahan has experience filling in for Judge Walker when necessary. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS a. Executive Director Diane Gillespie from the Convention and Visitors Bureau (CVB) presented the 2019 CVB Budget. b. RS2018-24 sponsored by Councilman Prather, entitled: A RESOLUTION OF THE CITY OF JEFFERSON APPROVING THE 2019 BUDGET OF THE JEFFERSON CITY CONVENTION AND VISITORS BUREAU Margie Mueller, Director of Finance and IT, presented the resolution. 5 REGULAR COUNCIL MEETING, DECEMBER 17, 2018 Councilman Mihalevich motioned to adopt RS2018 -24. Councilman Schreiber seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prathe r, Schreiber, Wiseman, and Ward Nay: None ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin made the following announcements:  City Hall will be closed Christmas Eve. City Hall will be closed at 2:00 P.M. on New Year’s Eve.  Transit will stop running routes at 3:20 P.M. on Christmas Eve and New Year’s Eve.  The Animal Shelter is closed to customers on Christmas Eve.  The LINC will be open until 2:00 P.M. on Christmas Eve.  Check the City’s website: www.jeffersoncitymo.gov for closures on Christmas Eve and New Year’s Eve.  The Salvation Army is continuing to accept bids for the “Art of the Kettle” kettles around town. Their phone number is 573-635-1975.  Reminder to “Close before you Doze” – closing bedroom and other doors inside your house before you go to bed will help prevent the spread of in - home fires if they should occur. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University is on Winter Break. NEW BUSINESS Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: (1) Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys.
