COUNCIL “PRE-MEETING” WORK SESSION, DECEMBER 17, 2018
CALL TO ORDER
Mayor Carrie Tergin called the December 17, 2018 City Council “Pre-Meeting” to order
at 5:47 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilwoman W ard will lead the prayer.
Adoption of Agenda
- Mayor Tergin will entertain a motion to amend the agenda, adding Item 4(c.)
under Miscellaneous to recognize Municipal Judge Cotton Walker.
Miscellaneous
- City Administrator Steve Crowell will recognize the Finance Department for
receiving the CAFR and PAFR awards for 2017.
- Mr. Crowell will recognize the December Outstanding Employee Service
Award Recipient, Ryan Lock of the Jefferson City Fire Department. Fire Chief
Matt Schofield will then present the “Close before you Doze” video.
Public Hearings
- Eric Barron, Planning Manager will present Bill 2018-078 and 2018-079.
- City Counselor Ryan Moehlman will present Bill 2018 -082. Haden Crumpton
from Gilmore & Bell, P.C. will be in attendance to answer any questions.
Appointments by the Mayor
- Human Resources Director Gail Strope will present the revised list th at was
emailed to Council earlier in the day with corrected term expiration dates.

- Mayor Tergin will explain that a temporary municipal judge will not be
appointed until after the election filing deadline on Jan uary 15th. In the
meantime, Curtis Hanrahan who has filled in for Judge Cotton Walker, will fill
in after Judge Walker is sworn into his new position.
Presentations from Staff, Consultants & Invited Guests
- Diane Gillespie from the Convention and Visitors Bureau (CVB) will present
the 2019 CVB budget. Ms. Mueller will present RS2018-24 for approval of
the 2019 CVB budget.
Consent Agenda
- There were no questions at this time.
Bills Introduced
- Matt Morasch, Director of Public Works will present Bills 2018-083, 2018-084,
2018-085, 2018-086, 2018-087, and 2018-088.
- Ryan Moehlman, City Counselor will present Bills 2018-089 and 2018-090.
Bills Pending
- Mr. Morasch will present Bills 2018-080.
- Mr. Moehlman will present Bill 2018-081.
Resolutions
- Mr. Morasch will present RS2018-25.
New Business
- Mayor Tergin will entertain a motion to go into closed session pursuant to
RSMo Sec. 610.021(1).
