Southwest), Subdistrict No. 454 (Seminary Branch of River des Peres), Subdistrict No. 455 (Black Creek), Subdistrict No. 1 of the River des Peres Watershed (Creve Coeur-Frontenac Area) and Subdistrict No. 7 of the River des Peres Watershed (Wellston Area); and the Board of Trustees, in accordance with Charter Section 7.310 authorizes the Director of Finance to certify as to the amount of taxes which shall be levied, assessed and collected within the corporate limits of the City of St. Louis and St. Louis County and for the aforementioned Subdistricts 20 Adoption of Proposed Ordinance No. 15671 - FY 2022 Budget Appropriations Repealing and superseding Ordinance No. 15420 adopted June 11, 2020, and making appropriations for the current expenses of the District in the General Fund, the Water Backup Insurance and Reimbursement Fund, the General Insurance Fund, the Sanitary Replacement Fund, the Stormwater Operations, Maintenance and Construction Improvement Funds, the Emergency Funds, the Debt Service Funds, and the Wastewater Revenue Bond Service Funds for the fiscal year beginning July 1, 2021 and ending June 30, 2022, amounting in the aggregate to Three Hundred Fifty-eight Million One Hundred Forty-five Thousand Five Hundred Ninety-five Dollars ($358,145,595) to pay interest falling due on bonds issued, the costs of support, operation, and maintenance of the District and its various subdistricts, and emergencies, and shall state the District’s objectives for the succeeding five years and include objective targets by which to measure the district’s performance in meeting these objectives in accordance with the requirements of this Proposed Ordinance to be introduced May 13, 2021. 4 Rev/Edited 6/4/21 21 Adoption of Proposed Ordinance No. 15672 - Property and Boiler & Machinery Insurance Coverage Awarding a contract to F.M. What does action accomplish?: Provides financial assistance to municipalities for local stormwater improvements and expenses. Eligible stormwater expenditures include the following: storm sewer and inlet construction; drainage improvements; streambank stabilization and erosion control projects; clearing under bridges or cleaning detention basins; stormwater planning or engineering costs; and other stormwater related expenses as determined appropriate by the District. This agreement is with the City of Ladue: • City of Ladue – Robin Hill-McKnight Lane Bank Stabilization, Amount: $305,253 The City’s improvements include approximately 855 lineal feet of storm channel renovation and bank stabilization and other appurtenances. The estimated cost of the project is $1,750,000 and this agreement provides reimbursement up to $305,253. This supplemental appropriation of $15,600,000 is $600,000 above the proposed funding presented in the CIP Budget Supplement. This is because originally the Deer Creek Sanitary Tunnel (Clayton Rd to RDP) (11731) and Deer Creek Sanitary Tunnel (Clayton Rd to RDP) – Pump Station (12615) were designed as one project. The projects were subsequentially split to achieve cost efficiencies from the two distinct scopes of work. However, there were still areas of overlap such as concrete lining on the walls of the three pump station shafts that are each 175 foot deep and 45 feet in diameter, and site restoration work on project work areas constructed as part of the tunneling project and used for the pump station construction that require final restoration upon completion of the pump station. This additional work for the pump station contractor is estimated to be approximately $450,000. The District received $701,221 from the tunneling contractor when these scopes of work were removed from their contract. This amount was calculated from the tunneling contractor’s schedule of values. Additionally, a secondary electric service needs to be constructed by Ameren. This work was originally budgeted in the tunnel projects but after discussions with Ameren, it was decided that it should be done in coordination with the pump station work. This work by Ameren is estimated to be $245,000. This supplemental appropriation of $15,600,000 will bring the total appropriation for this project to $30,600,000 and fully fund the construction for this project. This project is expected to be funded by a low interest loan from the State if Missouri, under the State Revolving Loan Fund (SRF). This project is also being funded by a WIFIA loan from the EPA.
