Meeting was called to order at 6:30 PM.
Minutes from the October 28, 2014 meeting was approved without change.
Wren presented information regarding the garage size restrictions in Davenport, Bettendorf,
Eldridge, and LeClaire. None of these cities cite a maximum door height. LeClaire and
Eldridge are more liberal than our current garage size restriction. Bettendorf and Davenport's
size restrictions are very similar to our current size restrictions. A motion was made and
unanimously approved to strike the maximum door height restriction from Riverdale's
regulation and to make it more clear that each garage has a maximum of 40% the square
footage of finished living space but doesn't have to be less than 704 square feet. A copy of the
revised ordinance is attached.
The commission reviewed suggested changes to the Zoning Ordinance provided by Jim
Beran, David Welsch, and Ron Strawhacker as follows, beginning with Mr. Beran's
suggestions. The commissions recommended actions are listed with each item.
No outline of duties of zoning board - as outlined in Riverdale ordinance and Iowa code.
Referred to mayor and council for decision.
Board of Adjustment is a separate entity of city government although city ordinance includes
board of adjustment in zoning ordinance. Another ordinance separates the two. Iowa code
defines duties. Gauss to contact Mr. Beran for clarification.
Unless I missed in any of the parking requirements, no mention of handicapped parking.
Recommend inserting following in 63A.1 2. as item k) Handicapped or other special use
parking shall be provided as specified by applicable law.
Page 11, Section 31 - District Map - Over the years the district maps were seldom accurate.
Suggest proposed map include all R1 subdivisions as well as municipal properties (parks, city
hall, fire station). Where conflicts arose, Board of Adjustment had very little to support city
position. Proposed map show Van Gundy and Havens Acre Park as Residential. Parks will
remain parks forever. Commission will review.
Page 13, Fence Regulations - From experience, fences located exactly on lot line causes all
kinds of conflict with adjoining neighbors especially if they don't get along. Suggest 16' - 18'
inside of lot line. Commission feels benefits of such a proposal do not outweigh problems.

Page 19, Noise - Section 2 - Riverdale has specific numerical number for all ordinances
including municipal code. Commission feels that citing the chapter and ordinance are specific
enough.
Page 19, Section 6 - Storm Water Detention and Erosion Control - As part of the Storm Water
Permit, it was necessary to have an inspector check work sites. There was an agreement
between city and Ament Engineering to perform this task. Not sure if anyone how has this
responsibility. Commission feels this is a mayor or council decision.
Page 12 - Parking Requirements - 34.01 - What about 3 car garages. The current wording is
interpreted as a minimum and three (3) car parking or more would be permitted.
Page 24 - Single Family Residential District Regulations - 41.07 - This wording dates back to
when each lot sold had covenants required when Pleasant Hills Subdivisions were created.
Part of each deed. Couldn't new wording like - Max size of 2 car garage example - 15X24 -
can be smaller but not a one car garage. Commission has proposed new wording per first
agenda item.
Page 35 - Section 6 - Building Commissioner and Page 60 - Zoning Administrator. Are these
separate individuals other than Zoning Inspector? No, these terms should be changed to
Zoning Inspector.
Page 80 - 91.09 - Areas for dumping and disposal of trash and garbage. No such place for
this exists, only in Scott County Landfill. Commission agrees, this item should be removed.
Page 80 - 91.10 - Should include satellite towers and wind power turbines. Add Electric - Gas
- Water - Telephone. Examples - Electric Substations and relay station, gas pressure
regulators above ground and underground, water towers and underground pump stations,
telephone underground controls and relays. Commission will discuss.
This may be councils approval. Travel trailer parking on residential property. Parking in street
for extended periods without permit. Non -working, non-licensed vehicles on property for
extended periods. Could be part of zoning. Commission will discuss.
Page 85 - Section 122 - Appeal - BOA render decision in 30 days. Commission feels this is a
mayor or council decision.
Messrs Welch and Strawhawker's comments follow:
Section 61.A7 - The maximum height is listed as two stories, they feel it should be four stories.
Commission will discuss.
Section 61.A8 - 4 - This states that all goods produced on the premises must be sold on the
premises, they feel that is too restrictive. Commission will discuss.
Section 62.A2 - 6 - This states that apartments with more than two bedrooms are not
permitted, they feel that more should be permitted. Commission will discuss.

Section 62.A6 - This section prohibits automobile agencies, they feel that they should be
allowed. Commission will discuss.
The commission set January 27, 2015 at 6:30 PM as the date of our next meeting. The
agenda was set as follows:
