Consideration Of Adding “Warehouse Distribution”
To The “C2” Zoning Ordinance

• Discussion and Possible Action on request from Council as follows:
As taken from City Council Minutes.
• Gypsum Supply contacted the city because they are considering changes and wanted to assure they
would be in compliance with City Zoning Ordinance. Mayor Paddock checked with Zoning Inspector
and the zoning map and determined the Gypsum Supply is zoned C2 which does not allow for
warehouse distribution. After some investigation Mayor Paddock learned that when Riverdale
changed the zoning from “C” to “C1 and “C2” some of the “C” provisions where left off. In “C” a
warehouse is allowable conditionally but can only be 60% of the space. Riverdale no longer has a “C”
classification. Attorney Steve Hunter was contacted; he stated someone who was once “C” when
ordinance was passed would be “grandfathered in” under the description of the original “C” Zoning.
However, if Gypsum Supply wanted to add to the existing building they would not be in compliance.
Mayor Paddock spoke with Tim Huey from Scott County Planning and Development who stated that
the County, Davenport and Bettendorf have warehouse under “Commercial” and not “Industrial” as
Riverdale does. Mr. Huey suggested Riverdale could create a Special Provision for Warehouse
Distribution under “C2” which would allow warehouse distribution with conditions. Mayor Paddock
explained the process to make this change. Hupp moved to recommend to Planning & Zoning for
consideration adding Warehouse Distribution as a Special Provision to “C2” zoning ordinance.
seconded by Halsey. Roll call vote all ayes motion carried.
