Public hearing was called to order at 7:00 PM and continued until 9:03 PM. After a short break
the P&Z Commission meeting began at 9:10 PM. Minutes of the public hearing are provided
separately.
The minutes of the commissions previous meeting were reviewed and approved with no
changes.
Gauss summarized the items that the council had asked the commission to consider and
Steve Hunter, City Attorney reviewed his draft of language in detail. The commission reviewed
and discussed each point in depth and in light of the input provided by the public, council, and
mayor.
A summary of the request that council asked P&Z to consider is listed below.
1. Establishment of an additional Single-Family Residential District designated “R-1A” similar to the
existing Single-Family Residential District designated as “R-1”, except for the following:
a. Accessory Buildings. One (1) attached 3 - 4 car garage is allowed without allowance of a
separate detached garage structure.
b. Front Yard. There shall be a front yard of not less than thirty (30) feet.
c. Side Yard. There shall be a side yard on each side of a building of not less than seven (7) feet
with a minimum combined side yard of not less than fifteen (15) feet.
d. Residential Structures. Allows Single-Family Townhome residences on terms of the Proposed
Amendment.
e. Intensity of Use. Every lot or tract of land shall have an area of not less than seventeen thousand
(17,000) square feet and an minimum width of not less than seventy-five (75) feet.
The commission decided to recommend a three car garage as an option to the current R-1
language.

The commission agreed with the front yard clause as written.
The side yard clause was rewritten and is recommended by the commission as follows:
c. Side Yard. There shall be a side yard on each side of a building of not less than ten (10)
feet with a minimum combined side yard of not less than twenty (20) feet.
The commission recommended that all references to Single-Family-Townhome residences be
stricken from "R-1A".
The intensity of use clause was rewritten and is recommended as follows:
e. Intensity of Use. Every lot or tract of land shall have an area of not less than seventeen
thousand four hundred and twenty four (17,424) square feet and a minimum width of not less
than seventy-five (75) feet for a cul-de-sac lot and a minimum width of not less than ninety -six
(96) feet for all other lots.
The commission also recommended to council that any "R-1A" lot that abuts a current "R-1" lot
should meet all setback requirements of a "R-1A" lot with the exception of front setback, which
would remain at (30) feet to match the other "R-1A" lots.
A detailed copy of the recommended language for "R-1A" is being prepared by Steve Hunter
and will be provided later.
The next meeting was set for November 09, 2016 at 6:30 P.M. at Town Hall.
