1. Roll Call.
Commission Chair Craig Clark called the regular meeting to order at 6:35 p.m.. Present at roll
call were Planning and Zoning Commission members Craig Clark, Gloria Gierke, Nancy Ulrich.
Member Mark Griswold joined the meeting at 6:37. Member Jenny Staub was absent. Also
present were City Administrator Tim Long and community member Don Fisher.
2. Review of the Welch Farm Urban Renewal Plan for the Welch Farm Urban Renewal
Area: Consideration of Recommendation and Approval or Consultation to the City
Council
On request of the Commission, City Administrator Tim Long reviewed Tax Increment Financing
as related to the proposal for the residential development by Seth Woods. Long noted that the
agreement prepared by the City's attorneys provided no reimbursement for public infrastructure
until it was completed, certified by the City engineer, and approved by the City Council. Long
further clarified that the streets, sewer and water systems, and other public infrastructure would
be designed by the developer to the standards established by the City's Subdivision Regulations,
reviewed by the City Engineer, and approved by him for review and approval by the City
Council, so there were additional hearings and discussions to be had prior to the project
proceeding. Clark led a discussion of the recent usage of residential TIFs in the area as well as
shared views from prior public hearings concerning the new housing development. Clark said a
residential TIF seems to be in contradiction to previous statements made by proponents of the
new development as well as the builder, based on discussions at public hearings involving the
rezoning of the land from R1 to R1A. Gierke noted that the Planning & Zoning Commission had
earlier recommended a limitation on the number of garage stalls to three per dwelling.
Long, responding to Clark, stated that the purpose of the Commission's review of the amended
Urban Renewal Plan for the Welch farm was to determine whether the proposed plan was in
general conformity to the goals of Riverdale's 2012 Comprehensive Plan. The Commission
reviewed a copy of the 2012 Comprehensive Plan, noting that the area of the Welch farm
development proposal was marked as low -density residential, providing for a maximum of 2 — 8
dwelling units per acre. Long, replying to Ulrich, confirmed that the proposal was for 110
dwelling units on about 100 acres, yielding a density easily at the low end of that desired by the
Comprehensive Plan. Long, replying to Ulrich, stated that the City's Subdivision Regulations do
require the donation of Park Space for any new subdivision. Ulrich also noted that Section 2.9 of
the Comprehensive Plan goals states that the City desires to "maintain mutually beneficial
relationships and partnerships with neighboring municipalities, Scott County, State and Federal
Agencies and schools, colleges and universities serving Riverdale residents." Ulrich stated a
related concern that adding new residential dwellings under a TIF proposal could negatively
impact the County and School taxing bodies, with which Clark concurred. Constituent Don
Fisher also stated concurrence with a concern for possible shortfalls for the County and Schools
resulting from TIF funding for residential developments.

There being no further questions or discussion, Clark called for a motion.
Motion by Griswold, second by Ulrich that the Planning & Zoning Commission finds no conflict
between the Welch Farm Development Proposal and the 2012 Comprehensive Plan for the City
of Riverdale for the land use, with it being a residential development within or below the desired
density of 2 — 8 dwelling units per acre; however, the Commission is concerned for the potential
negative fiscal impact of a residential development TIF on the County and the Schools, as stated
in the goal on collaboration in section 2.9 of the 2012 Comprehensive Plan.
Voice vote, all ayes. Motion carried.
Adjournment. The meeting was adjourned by Chairman Clark at 8:07 p.m.
