Commission member Craig Clark called the public hearing to order at 6:00 p.m. Joining Clark
were Commission members Gloria Gierke, Mark Griswold and Jenny Staub. Member Nancy
Ulrich was absent. Also present were members of the community and City of Riverdale
municipal advisor Tim Long.
Public Hearing. Clark invited public comment on the matter of rezoning of parcels identified as
follows: 842333002, 842349002, 842351001 and 342601006AD, commonly known as the
“Welch Farm” located at 4742 State Street in the City of Riverdale, Scott County, Iowa, said
parcel to be considered for re-zoning from “R-1” to “R-1A”.
Ron Mann, Deerbrook, inquired if the proposed subdivision would encroach on the wooded area
of the parcel. Responding to Mann, Long explained that that matter would be determined by the
subdivision approval process, not the rezoning process under consideration at this hearing.
Harry Pilton, constituent, clarified that he understood that the land near Deerbrook was not
involved in the zoning change, which Commission member Staub confirmed.
Constituent Randy Pribyl added that the change from R-1 to R-1A zoning changed the lot
minimum from a half acre per dwelling to 17,424 square feet, and did not permit apartments to
be built.
Dale Hupp stated that all property owners within 300 feet of the property in question received
notice by mail. Long clarified that that was stipulated by City and State Code.
Long, responding to Steve Townsend, stated that cul-de-sac turnaround size was stipulated by
the City’s subdivision code, and that matter was to be reviewed and approved by the City at a
later time under the direction of the City’s engineer. Long clarified that the City engineer was
MSA Professional Services, employed by the City to make sure the development was properly
engineered, and that MSA was competent with the subdivision development approval process.
Marcia Judickas, Deerbrook, asked what is the maximum allowed density for houses with this
subdivision? Long replied that the density was determined by the minimum square footage of
17,424 square feet per dwelling. Commission member Griswold clarified that the plat was not
being discussed or approved at the Planning and Zoning meeting later, just the zoning change,
but that the discussion had been toward 120 houses. Responding Judickas’ further question,
Long stated that the stormwater runoff had to be addressed by engineering holding ponds so that
a 100-year storm event would be detained and released at something near that for a 7 – 11 year
storm event, so as not to harm property down stream.
Long, responding to constituent Hughes, stated that the approval process was lengthy, given the
need for the developer’s engineer to prepare full plat and engineering plans for the subdivision,
and gain approval of the City’s Engineer, followed by further hearings and approvals by the City
Planning and Zoning Commission and City Council, and then timing the developer’s phasing of

the project with the construction season. Further responding, Long stated that it could take six
months to a year before construction began.
Commission member Griswold responding, stated that the City had reviewed and considered the
proposal to develop the Welch farm had been considered for the benefit of the whole community,
that it would bring in additional revenue to help cover the costs of running a community.
Commission member Clark, asked if there were further comments or questions, and hearing
none, called the public hearing to be closed at 6:40 p.m.
