RIVERDALE CITY PLANNING & ZONING COMMISSION
MEETING AND PUBLIC HEARING MINUTES
PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa
DATE: September 24, 2020 TIME: 7:00 P.M.
NOTE: The Meeting of the Planning & Zoning Commission of the City of Riverdale was held online at
the appointed time and day in accordance with open meeting laws set and defined by the State of Iowa
(Code/Chapter).
1. WELCOME
A. CALL TO ORDER
The meeting was called to order at 7:00 pm by P&Z Chair, Wendy Syverud.
B. ROLL CALL
Commissioners Present: Syverud (via online), Stickler (via online), Struve (via online), Wren
(via online) and Commissioner Berans was absent. A quorum was established. Also present
Mayor Bawden (via online), City Administrator Kent Royster (via online).
2. REVIEW/APPROVAL OF THE AGENDA
Motion by Stickler, seconded by Wren. All Ayes.
3. APPROVAL OF THE MINUTES OF THE MARCH 24, 2020 MEETING
Motion by Struve, seconded by Stickler. All ayes.
4. ACCEPT RESIGNATTION OF BILL BRIESCH
Motion by Stickler, seconded by Struve. All Ayes.
5. WELCOME NEW MEMBERS
Welcome Heather Wren to the commission. Motion by Stickler, seconded by Struve. All Ayes.
6. DISCUSSION OF A PROPOSED R-3 ZONING DISTRICT
Members of the commission discussed the proposed R-3 zoning district. A developer is looking into
building 12 multi-family residences. Currently, the City of Riverdale has a R-1 and R-2 district. The
proposed project does not meet the requirements of either of those zoning districts. The
commission discussed changing the zoning requirements in the R-2 district by increasing the
number of units and the density of each unit. Another option they discusse d is adding a R-3 district
for townhouses. Members considered future developments and how the decision could possibly
affect that. According to the commission, it would be helpful if the developer could provide
information on their needs and the commission can adjust R-2 if need be or continue with an R-3
district.
7. DISCUSSION OF MINOR PLAT SKETCH PLAN FOR WINDMILLER DEVELOPMENT
PROJECT
Members of the commission discussed the plat sketch during the conversation of a proposed R -3
zoning district.
8. CHANGING OF STREET NAMES IN WOODS SUBDIVISION
Members of the commission discussed the proposed changing of certain street names in the Woods
subdivision. The changes will not affect any residents because no houses are built yet on those
streets. The commission also wants to make sure the new street names are not used anywhere else

in Scott County especially Bettendorf. The commission also asks for an updated plat with the new
street names and that this will be the last time the street names change. Wren made a motion to
accept the changing of the street names in Woods Subdivision, seconded by Stickler. All Ayes.
9. SETTING OF NEXT PLANNING AND ZONING MEETING FOR NOVEMBER 4, 2020 AT
7:00 PM (UNLESS ONE IS NEEDED SOONER)
Commission members also asked for the Comprehensive Plan and the Urban Renewal Plan to be
put on the City’s website. Request was made to receive all documents needed for the meeting at
least one week prior to the meeting.
10. ADJOURNMENT
The meeting of the Planning & Zoning Commission for the City of Riverdale was formally adjourned
at 8:27 pm.
