Roll Ca11 Vice -Chairman Wendy Syverud called the meeting to order at 7:03 p.m. Present at roll call were Planning and Zoning Commission members Bill Briesch (via telephone, as he was unable to attend the meeting physically,) Teri Stickler, Jeff Struve and Wendy Syverud. Member Jim Beran was absent. Also in attendance, Seth Woods and Steve Townsend. 2. Review and Approval of the Agenda Motion by Briesch, second by Stickler to approve the agenda as presented. Voice Vote, All Ayes. Motion Carried. 3. Review and Approval of Minutes Motion by Briesch, second by Struve to approve Minutes from P & Z meeting December 9, 2019 and P & Z meeting December 18, 2019. Voice Vote, All Ayes. Motion Carried. 4. Discussion on Final Plat Phase 2, Woods Estate of Riverdale Subdivision. A. Public Hearing March 24 B. Ad Published March 10. Letters mailed to 1000 feet March 5. 5. Questions or Additional Information Requested on Plat or Engineering Plans. Bryce (Seth's Engineer) had provided copies of Final Plat and Construction Plans. Woods shared with P & Z that dirt work for phase 2 is basically completed. Storm Sewer, Sanitary Permit applied for today, will pave roads. New paving stops at Graham. Street names are final now. Lot numbers and parcel numbers won't be the same, but once a phase is legally completed, then numbers become official. MetroNetand Century Link needs to be trenched in and Gas and Electric will be pre- paid, allowing for 29 lots. The hill we be reseeded as weather improves. 25 trees have been ordered. Additional grading, seeding, landscaping and clean up of dead trees to follow. No one will be moving into the homes for about 2 months yet. Lot 7 is a model home (spec. home) and is not yet sold. Woods will put rock down for the fire lane leading in through the park, but later that will be paved. Bettendorf Engineering did make some recommendations and Bryce made the changes. Syverud requested that future engineering reports include a cover sheet giving bullet points summarizing changes. Briesch recommended someone from Bettendorf Engineering be at the P & Z Public Hearing. Woods shared that if questions were known ahead of time, he or Bryce could have those questions ready to be addressed. An up -dated Erosion Plan will be available for the March 24th meeting. And regarding the Letter of Credit which is required, question arose as to whether Bettendorf will bill Woods or the City? 6. Adjournment Meeting Adjourned 7:37 p.m.
