AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD ADDING SECTIONS 2-13
THROUGH 2-15 TO THE CITY CODE OF THE CITY
OF LYNWOOD, ESTABLISHING THE POSITION OF
ACCOUNTING MANAGER AND TRANSFERRING CER-
TAIN DUTIES THERETO
The City Council of the City of Lynwood HEREBY DOES ORDAIN
as follows:
SECTION 1. Section 2-13 hereby is added to the Code of the
City of Lynwood to read as follows:
Sec. 2-13. Office of Accounting Manager Estab-
lished. There is hereby established the office
of accounting manager. For purposes of Sections
37208 and 40805.5 of the Government Code of the
State of California, the office of accounting
manager shall be deemed to be the office of
director of finance.
SECTION 2. Section 2-14 hereby is added to the Code of the
City of Lynwood to read as follows:
Sec. 2-14. Bond Required. Before assuming the
duties of his or her office, the accounting man-
ager shall execute and deliver to the city clerk
a bond similar in form to that required of the
city clerk, the penal sum of which shall be
$10,000. The premiums for such bond shall be a
lawful charge against the general fund of the
City.
SECTION 3. Section 2-15 hereby is added to the Code of the
City of Lynwood to read as follows:
Sec. 2-15. Powers and Duties. The accounting
manager shall have the following powers and
duties:
(a) To have charge of the administration of
the financial affairs of the city under the di-
rection of the city manager, and to be head of
the finance department of the city.
(b) To compile the budget expense and in-
come estimates for the city manager.
(c) To maintain a general accounting system
for the city government and each of its officers,
departments and agencies.
(d) To supervise and be responsible for the
disbursement of all money and have control of all
expenditures, to insure that budget appropria-
tions are not exceeded; to audit all purchase
orders before issuance; to audit and approve be-
fore payment all bills, invoices, payrolls, de-
mands or charges against the city government; and
with the advice of the city attorney when neces-
sary, to determine the regularity, legality and
correctness of such claims, demands or charges.
(e) To see that all taxes, assessments,
license fees, and other revenues of the city or
for whose collection the city is responsible, and
all other money receivable by the city from the
county, state or federal government, or from any
court, office, department or agency of the city,
are collected; provided, however, that the actual
issuance of licenses and permits heretofore
issued by the City Clerk or License Collector
shall continue to be the responsibility of the
City Clerk and License Collector respectively.
(f) To submit to the city council, through
the city manager, a monthly statement of all re-
ceipts and disbursements in sufficient detail to
show the exact financial condition of the city;
and as to the end of each fiscal year, to submit
a complete financial statement and report.
(g) To supervise the keeping of current
inventories of all property of the city by all
city departments, offices and agencies.
(h) To perform the duties imposed upon the
city clerk by chapter 4, part 2, division 3,
title 4 of the Government Code.
(i) To perform the financial and accounting
duties imposed upon the city clerk by sections
40802 through 40805 of the Government Code.
(j) To perform the duties imposed by sec-
tions 53891 through 53892.2, inclusive, of the
Government Code, as the officer in charge of the
financial records of the city.
(k) To perform such other fiscal or related
duties as may be required by the city manager, by
resolution of the city council or by this Code or
any other ordinance of the city.
SECTION 4 Severability. If any section, subsection,
subdivision, sentence, clause, phrase or portion of this or-
dinance, or the application thereof to any person or place, is
for any reason held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this
ordinance or its application to other persons or places. The
City Council hereby declares that it would have adopted this
ordinance, and each section, subsection, subdivision, sentence,
clause, phrase or portion thereof, irrespective of the fact
that any one or more sections, subsections, subdivisions, sen-
tences, clauses, phrases, or portions, or the application
thereof to any person or place, be declared invalid or uncon-
stitutional.
SECTION 5. The City Clerk is hereby ordered and direct-
ed to certify to the passage of this ordinance and to cause the
same to be published once in the Lynwood Press, a newspaper of
general circulation, printed, published and circulated in the
City of Lynwood.

City held on the 15th3ay of JULY 1980, and finally or-
dered published at a regular meeting of said Council held on
the 5th day of AUGUST , 1980.
