AT THE COMMUNITY CENTER PRESENT: Members; Dan Garren, Clerk Robyn Keyes Lance Ellis, Roy Hobbs, Mike Taylor, Clerk Robyn Keyes. ABSENT: Chairman Adrian Beazer VISITORS: Colleen Mann PZ member Hobbs welcomed everyone and PZ member Taylor led the Pledge of Allegiance. Minutes. The minutes were reviewed. PZ member Ellis made a motion to approve the minutes. PZ member Taylor seconded the motion. Minutes approved. Emergency Operations Plan. PZ member Ellis said many of the assignments Chief Basaraba gave the Commission to look into such as identify possible threats were covered in the EOP PZ member Ellis created. PZ member Taylor said he was waiting for two companies to return information regarding a contract for developing an EOP. PZ member Taylor said one of the companies developed the plan for Bonneville County. The starting cost for one of the companies was $3,500, the Commission was waiting to hear from the other company. The Commission members decided to table the EOP until they heard from both companies and could then make an informed decision regarding cost, maintenance, resources, and time frame. Public Hearing 7:00 p.m. Sibbett Variance. See Appendix A. The PZ Commission agreed to make a recommendation to the Council to approve Mr. Sibbett's variance request. Impact Area. The Commission finalized the proposed increased boundaries for the City's impact area. The proposed increases are to extend the impact zone to the intersection of Lincoln Rd. and Bone Rd. to the east; straight north from that point to Highway 26; follow Highway 26 west to meet with the existing western boundary. The boundaries to the west and south did not change from the existing points. Recycling Recepticle Discussion. The Commission member held a discussion regarding recycling within the City. The PZ member decided to table the issue until the trash collection issue had been resolved. PZ member Garren made a motion to adjourn PZ member Ellis seconded the motion. All were in favor. Adjourned 8:00 p.m. 1 APPENDIX A PUBLIC HEARING 7:00 P.M. VARIANCE REQUEST KIM SIBBETT PRESENT: Members; Roy Hobbs, Dan Garren, Mike Taylor, Lance Ellis, and Clerk Robyn Keyes. ABSENT: Chairman Adrian Beazer VISITORS: Colleen Mann. Clerk Keyes explained that Mr. Sibbett could not be present for the hearing but he had left information for his request. The Commission looked over Mr. Sibbett's request which was to extend the approach to his driveway from 30' to 42'. The added 12' would be concrete to match driveway. Mrs. Mann had no comment regarding the hearing. The Commission agreed with Mr. Sibbett's request. PZ member Ellis made a motion to recommend the Council to approve the variance request with the condition that Mr. Sibbett become aware the area is part of the public easement and if any utility company needed to access the area, the concrete could be destroyed and the property owner is responsible for the repairs to the concrete . PZ member Taylor seconded the motion. All were in favor. The purpose of the hearing is to consider a Variance request by Kim Sibbett. A second public hearing is scheduled for the evening of August 17, 2010 at 7:30 P.M. at the Community Center with the City Council for final approval if so recommended by Planning and Zoning. If approved, the variance would allow Kim Sibbett to extend the concrete approach of his driveway from 30 feet to 42 feet, located at 4924 Rockwood. If you have any comments concerning this request, they will be considered at the public hearing. Comments may be made in writing, but must be received by the City Clerk seven days prior to the public hearing.
