RIVERDALE CITY PLANNING & ZONING COMMISSION
MEETING MINUTES
PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa
DATE: June 1, 2021 TIME: 7:00 P.M.
NOTE: The Meeting of the Planning & Zoning Commission of the City of Riverdale was held online and
in person at the appointed time and day in accordance with open meeting laws set and defined by the
State of Iowa (Code/Chapter).
1. WELCOME
A. CALL TO ORDER
The meeting was called to order at 7:02 pm by P&Z Chair, Wendy Syverud.
B. ROLL CALL
Commissioners Present: Syverud, Stickler, Townsend, Struve and Wren. All present. City
Administrator Kent Royster, Linda Hupp, Seth Woods and Kaitlyn Hardt.
2. REVIEW/APPROVAL OF THE AGENDA
Motion by Stickler, seconded by Townsend. All Ayes. MC
3. PUBLIC HEARING REGARDING FINAL PLAT OF RIVERDALE SUBDIVISION, Per
Sections 26 and 27 of the Riverdale Subdivision Ordinance and the Code of Iowa, Chapter 354, a
public hearing shall be held to determine that the plat and plans meet the requirements of the City’s
Zoning and Subdivision Ordinances, prior to submitting their recommendation for approval,
disapproval or amendment of said plat and plans to the City Council.
Motion to Open the Public Hearing was made by Townsend seconded by Wren. All Ayes. MC.
Linda Hupp commented that she was in attendance because she supports the Subdivision. Steve
Townsend had a question regarding easements. Heather Wren asked about secondary access to
subdivision. Chairperson asked about changes regarding the plans. Stickler asked about a paved
access to connect to Fieldcrest and Madison Drive through the easement between Lots 34 & 35.
Chairperson Syverud asked about visual blocking of sewer connections between Deerbrook and
Woods Subdivision. Questions arose regarding the Open Spaces requirements.
Motion to close the Public Hearing was made by Townsend seconded by Wren. All Ayes. MC
4. CONSIDERATION AND RECOMMENDATION TO CITY COUNCIL: FINAL PLAT,
WOODS ESTATES OF RIVERDALE
Motion to table was made by Townsend and seconded by Wren All Ayes MC.
5. DISCUSSION OF FINAL PLAT PHASE III WOODS ESTATES OF RIVERDALE.
6. Consideration and Recommendation to the Riverdale City Council for the Acceptance
of Public Improvements for Woods Estates Phase II
Motion to open Discussion for the Acceptance of Phase II was made by Townsend seconded by
Stickler.

Questions raised for over the difference between inspectors or review. Questions were also raised if
remedial action is found during the review process.
Chairperson Syverud raised questions regarding the “cash bond” of $5,000 and the accounting of
cash bond.
Townsend Reviewed the Engineers Reports. Chairperson Syverud asked questions regarding
NPDES requirements, covenants requirements, and signage.
It was mentioned that curbs were non-conforming to the Riverdale Subdivision Standards.
However, it was determined the Riverdale Standard should be amended.
The Townsend made the following motion and was 2nd by Wren.
"Whereas, the Planning and Zoning Commission has recommended acceptance of Phase II Public
Improvements with Woods Construction with the condition that all financial matters be resolved.
This would include payment in receipt of engineering expenses for remedial actions required as well
as all inspections to ensure compliance with the construction plans as provided for in the
Addendum to Private Development Agreement and the City's Subdivision Ordinance, Appendix 1
Sections 8, 9, and 10." All ayes MC.
7. SETTING OF NEXT PLANNING AND ZONING MEETING FOR July 20th, 2021 AT 7:00
PM
8. ADJOURNMENT
The meeting of the Planning & Zoning Commission for the City of Riverdale was formally adjourned
at 9:26 pm.
