NOTE: The Meeting of the Planning & Zoning Commission of the City of Riverdale was held online and
in person at the appointed time and day in accordance with open meeting laws set and defined by the
State of Iowa (Code/Chapter).
1. WELCOME
A. CALL TO ORDER
The meeting was called to order at 7: oo pm by P&7 Chair, Wendy Syverud.
2. ROLL CALL
Commissioners Present: Syverud, Stickler, Townsend, Struve and Wren were absent. A quorum was
established. Also, present Kent Royster, City Engineer Chris Cooper of MSA-PS and Bryce Johnson
of RTM Engineers representing the Woods Estates.
3. REVIEW/APPROVAL OF THE AGENDA
Motion by Stickler, seconded by Townsend. All Ayes. MC
4. APPROVAL OF MINUTES FROM MARCH 18, 2021

6. CONSIDERATION AND RECOMMENDATION TO CITY COUNCIL: Final Plat Phase III,
Woods Estates of Riverdale Subdivision.
After a discussion, a motion was made by Townsend to recommend to the City of Riverdale City
Council the Plat with the following contingencies i) Woods Estates must provide an updated
Construction Schedule, 2) Revisions must be made to show for the correct flow of water for lots
abutting the Pleasant Hills Addition 3) Corrections to the Letter of Credit.
7. Discussion regarding Draft Proposal for Re -writing Comprehensive Plan for City of
Riverdale from Bi-State Regional Subdivision. Reviewed the proposal. No action taken.
8. Information regarding Parcel Id#842339201 commonly referred to as Lauritsen
Property. No Action taken.
9. ADJOURNMENT
The meeting of the Planning & Zoning Commission for the City of Riverdale was formally adjourned
at 8:45 pm.

This letter is in response to the April 13 letter to property owners within 1000 feet of 238
Belmont Road and the rezoning hearing.
I am opposed to the rezoning of property at 238 Belmont Rd.
First, a two or three story building, likely an apartment house, would obstruct my view of
Belmont Rd. and the pasture on the east side. I don't have another pleasant view within my
1940s house. This house was built especially to take advantage of a view and this sliver of
green space is all that remains. This house was designed with a view, the Mississippi and
miles of hills and valley, as a priority. Property owners in my neighborhood have purchased
additional lots to retain their views. It is an important and emotional aspect of buying a house
on Fenno hill.
Secondly, I have access to a fire hydrant, it is 10 feet from my driveway, but my neighbors at
1151 and1153 Fenno Dr. do not have access. A fire at their homes would have to be fought by
the Riverdale Fire Dept. from Belmont Rd., about 75 yards downhill. How would you fight a fire
with a three story apartment and numerous parked cars to jump over as well? Foresight was
needed when the decision arose in 2021 to purchase 1147 Fenno Dr., a rundown abandoned
home, to build a turn -around for fire trucks and other large equipment. This offer was rejected.
Why? For the loss of one homes' property tax? Possibly a green space or park -like area, like
the other three hills of Riverdale have invested in, would have been a fair and just investment.
It's too late now.
Third, the obvious plan to build an apartment building or two, involves many families in a tight
space. These families have no access to a sidewalk to the west, south or east. A half block
away, at the corner of Belmont and Valley Dr. is a stop sign. They could cross the street and
walk north up a steep hill if they wanted to venture out with their toddlers and baby carriages.
This corner is a bottleneck —two schools with darting student drivers, school buses and
shortcut traffic down the hill —at the rush hours. Now we are adding walkers, bikes, baby
carriages along with the additional 30 + drivers attempting to exit and enter. At the least, a
traffic light with a walk signal would have to be added. More sidewalks to build perhaps?
What is the cost compared to additional property tax for the City of Riverdale? Minuscule in
the long run. Please consider the long term expenses in your decision to grant this rezoning.
Spend your money on a partnership to raze the old, unsightly and dilapidated trailer courts in
this area. Be creative. Bettendorf, Riverdale and a developer could work together to create a
renewed neighborhood, one with access to Hwy. 67 and the bike path. It's time to clean up the
view. Riverdale was purposely surrounded by trailer courts since the 1950s when a disgruntled
and vindictive Bettendorf City Council and Mayor used their powers of rezoning to `teach
Riverdale a lesson' after a failed court battle. You all should be aware of Riverdale's history.

Dear Sir,
We own the property located at 1158 Fenno Drive, Riverdale, Iowa which abuts your property
to the southwest.
Over the last several years, we have experienced many damages caused by the falling of trees
from your property on to ours. In particular, the derecho event caused $40,000 in damages.
Last week, remnants of a partially dead tree again fell on our property causing a power outage.
There are several trees that are dead and/or threatening to our home and driveway at this
point in time. In addition, there are remnants on the ground of dead and cut trees which we
feel are threats to our property including fire, health, safety, snakes, and rodent hazards. Also,
the fallen trees have damaged the retaining wall which is in the utility easement. We are
unable to repair it due to the large quantity of tree debris.
Therefore, we are requesting that you perform the following tasks.
1. Remove the fallen timber within a reasonable distance of our property.
2. Remove the dead trees which are a threat to our health/safety and property.
3. Remove and/or trim the trees that are a threat to our health, safety, and property.
4. Repair/reconstruct the small retaining wall that was damaged by your fallen trees.
In conclusion, we are requesting that the tasks referenced above be completed at your earliest
convenience.
A copy of this letter has been sent to the City of Riverdale and Gallagher Millage & Gallagher.
We may be contacted at anytime, should you have questions or need a tour to observe our
concerns.

(C) Repair approximately 50 feet of block retaining wall. (Damage caused by fallen
trees)
(D) Extend the existing privacy fence for approximately 60 feet (assuming development

APPLICANT’S STATEMENT
The proposed use and density of the subject property is compatible with surrounding properties which
are currently zoned R-1. Several of these properties have less than the 120 feet frontage required in an
R-1 district. The entirety of this property has a frontage width of 210.77 feet and the proposed
subdivision would split this dimension over two lots with frontages of 108.77 feet and 102.00 feet.
Rezoning the property would make the proposed lots compatible with R-1A which requires a frontage
dimension of 96 feet.
The proposed development will consist of single family lots fronting Belmont Road. No new public
utilities or infrastructure will be required, although water quality treatment will be provided. Existing
water and sewer mains currently serve the property and there will be no need to increase the capacity
for this proposed development.

If P&Z recommends approval, Council holds public hearing to consider
P&Z's recommendation of final plat; regular (cannot be a special meeting)
Council meeting to consider and vote on rezoning request.
If P&Z recommends denial or if 20% of the property owners within 200' of
the exterior boundary to the parcel object in writing before or at the Council
public hearing, Council can approve with 4 aye votes (regardless of how many
Council members are present).
