AN OPDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
REPEALING SECTIONS 8-63, 8-65, 8-66, 8-68, and 8-69 OF
THE CODE OF THE CITY OF LYNWOOD AND AMENDING ORDINANCE
570, RELATING TO FENCES
The City Council of the City of Lynwood HEREBY DOES
ORDAIN AS FOLLOWS:
SECTION 1. Sections 8-63, 8-65, 8-b6, 8-68, and 8-69
of the Co e~ot tT-City of Lynwood hereby are repealed in their
entirety;
SECTION 2. Section 14.05A(3)(d) of Ordinance 570 is
amended by t e su stitution of the following items under the title
11 Fences in all zones other than residential," for the items present-
ly set forth thereunder:
1. No person shall erect or construct a fence or wall of
more than eight (8') feet in height.
2. Fences may be topped with barbed wire in the following
situations:
a. Fences shall be not less than six (6') feet high,
not including barbed wire.
b. Fences shall be not more than eight feet (8') in
height including barbed wire.
c. Where a commercial or i,.?dustrial property has a
common property line with a residential use or
zone, barbed wire must be mounted atop the fence
or wall and be visible from the residential side
of the fence or wall.
3. Razor wire, concertina wire, coiled barbed wire, or
similar products may be used in the following situations:
a. Fences shall be at least eight feet (8') in height,
with the wire product at least six (6') above ground
level.
b. The Zaire product must be screened from public view.
c. These products may not be used on fences adjacent
to residential uses or residentially zoned property.
4. Plans for the use of barbed wire, razor wire, or similar
products must be approved by the Planning Department and
building permits obtained prior to construction.
5. No barbed wire, razor wire, or similar product shall be
used within twenty feet of a street right-of-way unless
screened from public view.
6. No fences topped with barbed wire, razor wire, or similar
products shall protrude into public rights-of-way.
7. No electrically charged fence shall be built in the City.
8. No fence which surrounds permitted outside sotrage shall
be built unless opaque screening material is used.
SECTION 3. SSeve~rabil~ity. If any section, subsection,
subdivision, sentence, c aul se, phrase or portion of this ordinance,
or the application thereof to any person or place, is for any rea-
son held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect
the validity of the remaining portions of this ordinance or its
application to other persons or places. The City Council hereby
declares that it would have adopted this ordinance, and each sec-
tion, subsection, subdivision, sentence, clause, phrase or por-
tion thereof, irrespective of the fact that any one or more sec-
tions, subsections, subdivisions, sentences, clauses, phrases,
or portions, or the application thereof to any person or place,
be declared invalid or unconstitutional.
SECTION 4. The City Clerk is hereby ordered and direc-
ted to cert~o the passage of this ordinance and to cause the
same to be published once in the Lynwood Press, a newspaper of
general circulation, printed, published and circulated in the
City of Lynwood.
First read at a regular meeting of the City Council of
said City held on the 3rd day of Februar 1981, and
finally ordered publis edli- at a regular meeting o said Council
held on the 17th day of February 1981.
