COUNCIL “PRE-MEETING” WORK SESSION, JANUARY 7, 2019
CALL TO ORDER
In the absence of Mayor Carrie Tergin, President Pro Tempore Ken Hussey called the
January 7, 2019 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Mayor Tergin is out of town. President Pro Tempore Ken Hussey will lead the City
Council meeting.
Councilman Schreiber will lead the prayer.
Appointments by the Mayor
- Councilman Hussey will entertain a motion to approve the appointment of
Curtis G. Hanrahan as the Temporary Municipal Judge until the April 2nd
Election.
Lincoln University Student Representative Update
- Caroline Wanjiru will not be in attendance. She is out of town during the
Winter Break.
Consent Agenda
- There were no questions at this time.
Bills Introduced
- Police Chief Roger Schroeder will present Bill 2018-091. Lt. Dave Williams
will be available for questions.
- Fire Chief Matt Schofield will present Bill 2018-092.
- Eric Barron, City Planning Manager, will present Bill 2018 -093
- City Counselor, Ryan Moehlman will present Bills 2018 -094, 2018-095, 2018-
096, and 2018-097 pertaining to the City Charter. The bills have been check

marked for a request to suspend the rules to allow time, if passed, to be
included on the April 2nd election ballot.
Bills Pending
- Matt Morasch, Director of Public Works will present Bills 2018-083, 2018-084,
2018-085, 2018-086, 2018-087, and 2018-088.
- Mr. Moehlman will present Bill 2018-089 and 2018-090.
Resolutions
- Jayme Abbott, Neighborhood Services Manager will present RS2018-26 and
RS2018-27.
