HomeMy Public PortalAbout2019-01-071 REGULAR COUNCIL MEETING, January 7, 2019 CALL TO ORDER In the absence of Mayor Carrie Tergin, President Pro Tempore Ken Hussey called the January 7, 2019 City Council meeting to order at 6:03 P.M. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham to approve the agenda. Councilman Prather seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Councilman Graham motioned to approve the appointment of Curtis G. Hanrahan as the Temporary Municipal Judge until the April 2nd General Election. Councilman Mihalevich seconded the motion. There being no objection, the motion passed unanimously to approve the appointment of Curtis G. Hanrahan. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Councilman Hussey announced the Planning and Public Works Committee meeting scheduled for Thursday, January 10th at 7:30 a.m. in the Boone/Bancroft Room of City Hall. 2 REGULAR COUNCIL MEETING, January 7, 2019  Eric Barron, City Planning Manager announced High Street being selected as an APA Missouri Great Place Honoree. The award will be presented on March 6th, at 11:00 A.M. in the State Capitol Building. Alex Rotenberry, City Transportation Planner, was recognized for his efforts in writing and submitting the materials for the award. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln University is on Winter Break. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. After discussion between Councilmembers and Staff Councilman Mihalevich motioned to take the bills up for further discussion at a City Council Special Session to be scheduled for Monday, January 14th, at 6:00 P.M. in City Council Chambers at City Hall. Councilman Hensley seconded the motion. The motion passed unanimously. Councilman Graham motioned to adopt RS2018-26. Councilman Schreiber seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None RS2018-27 sponsored by Councilwoman Ward, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI APPROVING AN APPLICATION FOR A PLANNING PROJECT THROUGH THE HISTORIC PRESERVATION FUND GRANT IN AN AMOUNT OF UP TO $25,000 7 REGULAR COUNCIL MEETING, January 7, 2019 Ms. Abbott presented the resolution. Councilman Graham motioned to adopt RS2018-27. Councilwoman Ward seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Ken Quaethem, co-chair of his neighborhood watch program, presented his concerns with crime and drug activity in his neighborhood located in the Old Munichberg District. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY Councilmembers thanked Mr. Quaethem for voicing his concerns and encouraged him to continue his vigilance in his neighborhood watch program. Councilman Graham acknowledged Mr. Quaethem’s concerns and reminded him that the Police Department’s efforts are not always visible to the public for strategic reasons when working on criminal activity cases. NEW BUSINESS There was no new business at this time. APPROVAL OF 12/17/18 CLOSED SESSION MINUTES A motion was made by Councilwoman Wiseman to approve the December 17, 2018 Closed Minutes, seconded by Councilman Graham, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None UNFINISHED BUSINESS There was no unfinished business at this time.
