CITY COUNCIL SPECIAL SESSION MEETING, January 14, 2019
CALL TO ORDER
Before the meeting was called to order, Mayor Carrie Tergin thanked City Staff for their
efforts during the latest snow storm. The City has received many complements on how
quickly the streets were cleared. She thanked those who worked du ring the storm to
keep citizens safe. Mayor Tergin then called the January 14, 2019 Special Session City
Council meeting to order at 6:03 P.M.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich,
Schreiber, Ward, and Wiseman
Absent: Prather
A quorum was declared present.
CITY CHARTER BILLS PENDING
Before the bills were taken up, Mayor Tergin thanked the Charter Review Advisory
Committee for their hard work and recommendations to the City Council. Committee
members Carolyn McDowell and Mark Kaiser were available for questions.
City Counselor Ryan Moehlman briefly presented the City Charter pending bills and
reminded Councilmembers that the reason for the Special Session was due to the ballot
certification deadline on January 22nd at 5:00 P.M. The next regular scheduled City
Council meeting is scheduled for the same day, January 22nd at 6:00 P.M. If the bills
were second read at that meeting, the deadline would be missed for the April 2nd
General Election.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING AN
AMENDED AND RESTATED CHARTER OF THE CITY OF JEFFERSON AND SUBMIT
SUCH CHARTER TO A VOTE OF THE CITIZENS OF THE CITY OF JEFFERSON.
Bill 2018-094 was read third time by title. After much discussion between
Councilmembers and City Staff, Councilman Hussey motioned to adopt amendment
2018-094 #1b with a change to section (e.), paragraph 2. replacing “the primary bill
sponsor” with “a councilmember”. Councilma n Hensley seconded the motion. The
motion to accept the amendment to the bill passed by the following roll-call vote:
Aye: Hensley, Hussey, Kemna, Ward, and Wiseman
Nay: Fitzwater, Graham, Mihalevich, and Schreiber
Absent: Prather

Bill 2018-094 as amended was placed on final passage. The bill failed* by the following
roll-call vote:
Aye: Hensley, Hussey, Kemna, Ward, and Wiseman
Nay: Fitzwater, Graham, Mihalevich, and Schreiber
Absent: Prather
*Six affirmative votes are required for a Bill to be passed as an Ordinance.

OF THE CITIZENS OF THE CITY OF JEFFERSON.

NEW BUSINESS
There was no new business at this time.
Mayor Tergin announced the next City Council Meeting scheduled for Tuesday, January
22nd due to the Martin Luther King, Jr. holiday on January 21 st. Mayor Tergin also
reminded everyone of tomorrow’s filing deadline, January 15 th at 5:00 p.m. for the April
2nd General Election.
ADJOURNMENT
A motion to adjourn was made by Councilman Mihalevich, seconded by Councilman
Graham, and approved unanimously at 7:25 P.M.
