A RESOLUTION OF THE CITY OF McCALL, IDAHO, AUTHORIZING AND
APPROVING A CONTRACT WITH CH2M HILL; AUTHORIZING THE MAYOR TO
EXECUTE SUCH AGREEMENT ON BEHALF OF THE CITY; AND PROVIDING
FOR RELATED MATTERS.
WHEREAS, the City of McCall (the "City") has the power to enter into contracts
as provided in Section 50-301, Idaho Code; and
WHEREAS, the City is in need of general engineering, planning and related
services provided by qualified engineers, planners and other professionals certified by the
State of Idaho and/or their respective professional organizations; and
WHEREAS, the City distributed requests for statements of qualification to the
member firms of the American Council of Engineering Companies of Idaho and to firms
expressing interest in providing services to the City.; and
WHEREAS, the City advertised the request for statements of qualification in the
City's paper of record on May 19, 2005 and posted the request on the City's website; and
WHEREAS, the City received and reviewed seven responsive statements of
qualification on May 27, 2005 in response to its request; and
WHEREAS, a selection committee appointed by the City Manager reviewed the
statements of qualification, interviewed the four most qualified teams on June 8, 2005,
and unanimously recommended CH2M Hill as the most qualified team; and
WHEREAS, the City Manager selected CH2M Hill as the most qualified firm for
general engineering, planning, and related services; and
WHEREAS, the City desires to enter into a Contract with CH2M Hill for general
engineering, planning and related services.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF McCALL, Valley County, Idaho, as follows:

CH2M Hill is best qualified to provide the services required by the

planning and related services substantially in the form of the Agreement attached hereto
as Exhibit "A" is hereby approved. Said Exhibit "A" attached hereto is hereby
incorporated herein by reference.

We are very excited about working with the City of McCall! We are prepared to provide the
City of McCall with world class engineering services in a timely manner. Our Contract and
attachments are enclosed with this letter. The contract package includes the scope of work
(generally the items addressed in the RFQ), a statement of our quailifications, our
compensation rates, and a primary contacts list. We understand that cost and value are
important parts of the City Engineering services and we feel that we have put together rates
for the City of McCall that are consistent with our lowest rates for other municipal clients. If

STANDARD AGREEMENT FOR PROFESSIONAL SERVICES
This AGREEMENT is between CH2M HILL INC., ("ENGINEER"), and
City of McCall Idaho
("OWNER")
for a PROJECT generally described as:
City Engineer Services as generally described in Attachment A: "City of McCall, Idaho, General Engineering,
Planning, and Related Services, Request for Qualification"
Attachment B: CH2M HILL Statement of Qualifications.
ARTICLE 1. SCOPE OF SERVICES
ENGINEER will perform the Scope of Services set forth
in Attachment A. Services shall be performed by the
staff proposed in the Statement of Qualifications or by
other staff as aplaroved, in advance_~_~ the OWNER.
ARTICLE 2. COMPENSATION
OWNER will compensate ENGINEER as set forth in
Attachment C. Work performed under this
AGREEMENT may be performed using labor from
affiliated companies of ENGINEER. Such labor will be
billed to OWNER under the same billing terms
applicable to ENGINEER's employees.
ARTICLE 3. TERMS OF PAYMENT
OWNER will pay ENGINEER as follows:
3.1 Invoices and Time of Payment
ENGINEER will issue monthly invoices pursuant to
Attachment B. Invoices arc due and payable within 30
days of receipt.
3.2 Interest
3.2.1 OWNER will be charged interest at the rate of
1-1/2% per month, or that permitted by law if lesser, on
all past-due amounts starting 30 days after receipt of
invoice. Payments will first be credited to interest and
then to principal.
3.2.2 In the event of a disputed billing, only the
disputed portion will be withheld from payment, and
OWNER shall pay the undisputed portion. OWNER will
exercise reasonableness in disputing any bill or portion
thereof. No interest will accrue on any disputed portion
of the billing until mutually rcsolved.
3.2.3 If OWNER fails to make payment in full within
30 days of the date due for any undisputed billing,
ENGINEER may, after givin9 7 days' written notice to
OWNER, suspend services under this AGREEMENT
until paid in full, including interest. In the event of
suspension of services, ENGINEER will have no liability
to OWNER for delays or damages caused by OWNER
because of such suspension.
3.2.4 ENGINEER will pay subconsultants within 15

ARTICLE 4. OBLIGATIONS OF ENGINEER
4.1 Standard of Care
The standard of carc applicable to ENGINEER's
Services will be the degree of skill and diligence

normally employed by professional engineers or
consultants performing the same or similar Services at
the time said services are performed. ENGINEER will
reperform any services not meeting this standard
without additional compensation.
4.2 Subsurface Investigations
In soils, foundation, groundwater, and other subsurface
investigations, the actual characteristics may vary
significantly between successive test points and sample
intervals and at locations other than where
observations, exploration, and investigations have been
made. Because of the inherent uncertainties in
subsurface evaluations, changed or unanticipated
underground conditions may occur that could affect total
PROJECT cost and/or execution. These conditions and
cost/execution effects are not the responsibility of
ENGINEER.
4.3 ENGINEER's Personnel at Construction Site
4.3.1 The presence or duties of ENGINEER's
personnel at a construction site, whether as onsite
representatives or otherwise, do not make ENGINEER
or ENGINEER's personnel in any way responsible for
those duties that belong to OWNER and/or the
construction contractors or other entities, and do not
relieve the construction contractors or any other entity of
their obligations, duties, and responsibilities, including,
but not limited to, all construction methods, means,
techniques, sequences, and procedures necessary for
coordinating and completing all portions of the
construction work in accordance with the construction
Contract Documents and any health or safety
precautions required by such construction work.
4.3.2 ENGINEER and ENGINEER's personnel have
no authority to exercise any control over any
construction contractor or other entity or their
employees in connection with their work or any health or
safety precautions and have no duty for inspecting,
noting, observing, correcting, or reporting on health or
safety deficiencies of the construction contractor(s) or
other entity or any other persons at the site except
ENGINEER's own personnel.
4.3.3 The presence of ENGINEER's personnel at a
construction site is for the purpose of providing to
OWNER a greater degrce of confidence that the
completed construction work will conform generally to
the construction documents and that the integrity of the
design concept as reflected in the construction
documents has been implemented and preserved by the
construction contractor(s). ENGINEER neither
guarantees the performance of the construction
contractor(s) nor assumes responsibility for construction
contractor's failure to perform work in accordance with
the construction documents.
For this AGREEMENT only, construction sites include
places of manufacture for materials incorporated into
the construction work, and construction contractors
include manufacturers of materials incorporated into the
construction work.
4.4 Opinions of Cost, Financial Considerations, and
Schedules
In providing opinions of cost, financial analyses,
economic feasibility projections, and schedules for the
PROJECT, ENGINEER has no control over cost or price
of labor and materials; unknown or latent conditions of
existing equipment or structures that may affect
operation or maintenance costs; competitive bidding
procedures and market conditions; time or quality of
performance by operating personnel or third parties; and
other economic and operational factors that may
materially affect the ultimate PROJECT cost or
schedule. Therefore, ENGINEER makes no warranty
that OWNER's actual PROJECT costs, financial
aspects, economic feasibility, or schedules will not vary
from ENGINEER's opinions, analyses, projections, or
estimates.
If OWNER wishes greater assurance as to any element
of PROJECT cost, feasibility, or schedule, OWNER will
employ an independent cost estimator, contractor, or
other appropriate advisor.
4.5 Construction Progress Payments
Recommendations by ENGINEER to OWNER for
periodic construction progress payments to the
construction contractor(s) will be based on ENGINEER's
knowledge, information, and belief from selective
sampling that the work has progressed to the point
indicated. Such recommendations do not represent that
continuous or detailed examinations have been made
by ENGINEER to ascertain that the construction
contractor(s) have completed the work in exact
accordance with the construction documents; that the
final work will be acceptable in all respects; that
ENGINEER has made an examination to ascertain how
or for what purpose the construction contractor(s) have
used the moneys paid; that title to any of the work,
materials, or equipment has passed to OWNER free
and clear of liens, claims, security interests, or
encumbrances; or that there are not other matters at
issue between OWNER and the construction
contractors that affect the amount that should be paid.
4.6 Record Drawings
Record drawings, if required, will be prepared, in part,
on the basis of information compiled and furnished by
others, and may not always represent the exact
location, type of various components, or exact manner
in which the PROJECT was finally constructed.
ENGINEER is not responsible for any errors or
omissions in the information from others that is
incorporated into the record drawings.
4.7 Access to ENGINEER's Accounting Records
ENGINEER will maintain accounting records, in
accordance with generally accepted accounting
principles. These records will be available to OWNER
during ENGINEER's normal business hours for a period

of 1 year after ENGINEER's final invoice for examination
to the extent required to verify the direct costs
(excluding established or standard allowances and
rates) incurred hereunder. OWNER may only audit
accounting records applicable to a cost-reimbursable
type compensation.
4,8 ENGINEER's Insurance
ENGINEER will maintain throughout this AGREEMENT
the following insurance:
(a) Worker's compensation and employer's liability
insurance as required by the state where the work is
performed.
(b) Comprehensive automobile and vehicle liability
insurance covering claims for injuries to members of the
public and/or damages to property of others arising from
use of motor vehicles, including onsite and offsite
operations, and owned, nonowned, or hired vehicles,
with $1,000,000 combined single limits.
(c) Commercial general liability insurance covering
claims for injuries to members of the public or damage
to property of others arising out of any covered
negligent act or omission of ENGINEER or of any of its
employees, agents, or subcontractors, with $1,000,000
per occurrence and in the aggregate.
(d) Professional liability insurance of $1,000,000
per occurrence and in the aggregate.
(e) OWNER will be named as an additional
insured with respect to ENGINEER's liabilities
hereunder in insurance coverages identified in items (b)
and (c) and ENGINEER waives subrogation against
OWNER as to said policies.
ARTICLE 5. OBLIGATIONS OF OWNER
5.1 OWNER-Furnished Data
OWNER will provide to ENGINEER all data in
OWNER's possession relating to ENGINEER's services
on the PROJECT. ENGINEER will reasonably rely upon
the accuracy, timeliness, and completeness of the
information provided by OWNER.
5.2 Access to Facilities and Property
OWNER will make its facilities accessible to ENGINEER
as required for ENGINEER's performance of its services
and will provide labor and safety equipment as required
by ENGINEER for such access. OWNER will perform, at
no cost to ENGINEER, such tests of equipment,
machinery, pipelines, and other components of
OWNER's facilities as may be required in connection
with ENGINEER's services.
5.3 Advertisements, Permits, and Access
Unless otherwise agreed to in the Scope of Services,
OWNER will obtain, arrange, and pay for all
advertisements for bids; permits and licenses required
by local, state, or federal authorities; and land,
easements, rights-of-way, and access necessary for
ENGINEER's services or PROJECT construction.
5.4 Timely Review
OWNER will examine ENGINEER's studies, reports,
sketches, drawings, specifications, proposals, and other
documents; obtain advice of an attorney, insurance
counselor, accountant, auditor, bond and financial
advisors, and other consultants as OWNER deems
appropriate; and render in writing decisions required by
OWNER in a timely manner.
5.5 Prompt Notice
OWNER will give prompt written notice to ENGINEER
whenever OWNER observes or becomes aware of any
development that affects the scope or timing of
ENGINEER's Services, or of any defect in the work of
ENGINEER or construction contractors.
5.6 Asbestos or Hazardous Substances
5.6.1 If asbestos or hazardous substances in any
form are encountered or suspected, ENGINEER will
stop its own work in the affected portions of the
PROJECT to permit testing and evaluation.
5.6.2 If asbestos is suspected, ENGINEER will, if
requested, manage the asbestos remediation activities
using a qualified subcontractor at an additional fee and
contract terms to be negotiated.
5.6.3 If hazardous substances other than asbestos
are suspected, ENGINEER will, if requested, conduct
tests to determine the extent of the problem and will
perform the necessary studies and recommend the
necessary remedial measures at an additional fee and
contract terms to be negotiated.
5.6.4 Client recognizes that CH2M HILL assumes no
risk and/or liability for a waste or hazardous waste site
originated by other than CH2M HILL.
5.7 Contractor Indemnification and Claims
5.7.1 OWNER agrees to include in all construction
contracts the provisions of Article 4.3, ENGINEER's
Personnel at Construction Site, and provisions providing
contractor indemnification of OWNER and ENGINEER
for contractor's negligence.
5.7.2 OWNER shall require construction
contractor(s) to name OWNER and ENGINEER as
additional insureds on the contractor's general liability
insurance policy.

5.8 OWNER's Insurance
5.8.1 OWNER will maintain prope~y insurance on all
pre-existing physical facilities associated in any way
with the PROJECT.
5.8.2 OWNER will provide for a waiver of
subrogation as to all OWNER-carried properly damage
insurance, during construction and therea~er, in favor of
ENGINEER, ENGINEER's officers, employees,
a~liates, and subcontractors.
5.8.3 OWNER will provide (or have the construction
contractor(s) provide) a Builders Risk All Risk insurance
policy for the full replacement value of all PROJECT
work including the value of all onsite OWNER-furnished
equipment and/or materials associated with
ENGINEER's se~ices. Such policy will include

coverage for loss due to defects in materials and
workmanship and errors in design, and will provide a
waiver of subrogation as to ENGINEER and the
construction contractor(s) (or OWNER), and their
respective officers, employees, agents, affiliates, and
subcontractors. OWNER will provide ENGINEER a copy
of such policy.
5.9 Litigation Assistance
The Scope of Services does not include costs of
ENGINEER for required or requested assistance to
support, prepare, document, bring, defend, or assist in
litigation undertaken or defended by OWNER. All such
Services required or requested of ENGINEER by
OWNER, except for suits or claims between the parties
to this AGREEMENT, will be reimbursed as mutually
agreed.
5.10 Changes
OWNER may make or approve changes within the
general Scope of Services in this AGREEMENT. If such
changes affect ENGINEER's cost of or time required for
performance of the services, an equitable adjustment
will be made through an amendment to this
AGREEMENT.
ARTICLE 6. GENERAL LEGAL PROVISIONS
6.1 Authorization to Proceed
Execution of this AGREEMENT by OWNER will be
authorization for ENGINEER to proceed with the work,
unless otherwise provided for in this AGREEMENT.
6.2 Reuse of PROJECT Documents
All reports, drawings, specifications, documents, and
other deliverables of ENGINEER, whether in hard copy
or in electronic form, are instruments of service for this
PROJECT, whether the PROJECT is completed or not.
OWNER agrees to indemnify ENGINEER and
ENGINEER's officers, employees, subcontractors, and
affiliated corporations from all claims, damages, losses,
and costs, including, but not limited to, litigation
expenses and attorney's fees arising out of or related to
the unauthorized reuse, change or alteration of these
PROJECT documents.
6.3 Force Majeure
ENGINEER is not responsible for damages or delay in
performance caused by acts of God, strikes, lockouts,
accidents, or other events beyond the control of
ENGINEER. In any such event, ENGINEER'S contract
price and schedule shall be equitably adjusted.
6.4 Limitation of Liability

6.4.2 This a~icle takes precedence over any
conflicting adicle of this AGREEMENT or any document
incorporated into it or referenced by it.
6.4.3 This limitation of liability will apply whether
ENGINEER's liability arises under breach of contract or
warranty; tod; including negligence; stdct liability;
statutory liability; or any other cause of action, and shall
include ENGINEER's officers, a~liated corporations,
employees, and subcontractors.
6.5 Termination
6.5.1 This AGREEMENT may be terminated for
convenience on 30 days' written notice, or for cause if
either party fails substantially to perform through no fault
of the other and does not commence correction of such
nonperformance within 5 days of written notice and
diligently complete the correction thereafter.
6.5.2 On termination, ENGINEER will be paid for all
authorized services performed up to the termination

6.6 Suspension, Delay, or Interruption of Work
OWNER may suspend, delay, or interrupt the Se~ices
of ENGINEER for the convenience of OWNER. In such
event, ENGINEER's contract price and schedule shall
be equitably adjusted.
6.7 No Third-Pa~y Beneficiaries
This AGREEMENT gives no rights or benefits to anyone
other than OWNER and ENGINEER and has no third-
pa~y beneficiaries.
6.8 Indemnification
6.8.1 ENGINEER agrees to indemni~ OWNER for
any claims, damages, losses, and costs, including, but
not limited to, aEorney's fees and litigation costs, arising
out of claims by third padies for properly damage or
bodily inju~, including death, to the propodionate e~ent
caused by the negligence or willful misconduct of
ENGINEER, ENGINEER's employees, affiliated
corporations, and subcontractors in connection with the
PROJECT.
6.8.2 OWNER agrees to indemni~ ENGINEER from
any claims, damages, losses, and costs, including, but
not limited to, attorney's fees and litigation costs, arising
out of claims by third padies for properly damage or
bodily inju~, including death, to the propodionate extent
caused by the negligence or willful misconduct of
OWNER, or its employees or ~ntractors in connection
with the PROJECT.
6.9 Assignment
This is a bilateral personal Se~ices AGREEMENT.
Neither pady shall have the power to or will assign any
of the duties or rights or any claim arising out of or
related to this AGREEMENT, whether arising in to~,
contract or othe~ise, without the wriEen consent of the
other pady. Any unauthorized assignment is void and
unenforceable. These conditions and the entire
AGREEMENT are binding on the heirs, successors, and
assigns of the padies hereto.

6.11 Waiver
OWNER waives all claims against ENGINEER,
including those for latent defects, that are not brought
within 2 years of substantial completion of the facility
designed or final payment to ENGINEER, whichever is
earlier.

6.12 Jurisdiction
The substantive law of the state of the PROJECT site
shall govern the validity of this AGREEMENT, its
interpretation and performance, and any other claims
related to it.
6.13 Severability and Survival
6.13.1 if any of the Provisions contained in this
AGREEMENT are held for any reason to be invalid,
illegal, or unenforceable, the enforceability of the
remaining provisions shall not be impaired thereby.
6.13.2 Limitations of liability, indemnities, and other
express representations shall survive termination of this
AGREEMENT for any cause.
6.14 Materials and Samples
Any items, substances, materials, or samples removed
from the PROJECT site for testing, analysis, or other
evaluation will be returned to the PROJECT site within
60 days of PROJECT close-out unless agreed to
otherwise. OWNER recognizes and agrees that
ENGINEER is acting as a bailee and at no time
assumes title to said items, substances, materials, or
samples.
6.15 Engineer's Deliverables
Engineer's deliverables, including record drawings, are
limited to the sealed and signed hard copies. Computer-
generated drawing files furnished by ENGINEER are for
OWNER or others' convenience. Any conclusions or
information derived or obtained from these files will be
at user's sole risk.
6,16 Dispute Resolution
The parties will use their best efforts to resolve amicably
any dispute, including use of alternative dispute
resolution options.
6.17 Ownership of Work Product and Inventions
All of the work product of the ENGINEER in executing
this PROJECT shall remeir~-become_the property of
ENGIN-EEROWNER. OWNER-ENGINEER shall
receive a perpetual, royalty-free, non-transferable, non-
exclusive license to use the deliverables for the purpose
for which they were intended or. with the approval of the_
OWNER, for marketinq or other purposes. Any
inventions, patents, copyrights, computer software, or
other intellectual property developed during the course
of, or as a result of, the PROJECT shall remain the
property of the ENGINEER.
ARTICLE 7. ATTACHMENTS, SCHEDULES, AND
SIGNATURES
This AGREEMENT, including its attachments and
schedules, constitutes the entire AGREEMENT,
supersedes all prior written or oral understandings, and
may only be changed by a written amendment executed
by both parties. The following attachments and
schedules are hereby made a part of this
AGREEMENT:

Request for Statements of Qualification
INTRODUCTION
The City of McCall, Idaho is seeking the services of a team of professionals with the appropriate
qualifications, staff resources, and understanding of mountain town issues to assist the City with
general engineering, planning and related services. McCall is a resort town with a permanent
population estimated at 2,500 and a peak season population that can exceed 15,000. The
community has been "discovered" and is both enjoying and trying to cope with its success.
Development review; water, wastewater, transportation, and parks and recreation systems
planning and design; and infrastructure project development and implementation are the
responsibility of the City, working alone or in partnership with local, regional, state, and federal
agencies. The City is seeking statements of qualification (SOQ) from firms interested in acting
as an extension of City staff in these endeavors.
ANTICIPATED SERVICES
The City of McCall anticipates the need for professional services in at least the following areas

SERVICE EXPECTATIONS
· The citizens of the City of McCall WILL be involved in the planning and development of
their community. Proposers should incorporate personnel expert at cutting edge
stakeholder involvement techniques into their team.
· We live in a fast-paced community with a short construction season. Proposers should
understand that development review turnaround times, project development schedules, etc.
are critically important and commit adequate staff to meet multiple needs simultaneously.
· The City of McCall recognizes that 75 percent of the opportunity to impact the quality of a
project occurs during planning and design (and that these elements are usually less than 5
percent of lifecycle project cost) and that once a project is constructed it is with the
community for generations. We are building a world-class community and expect world-
class planning and engineering.
SELECTION PROCESS
This request for qualifications process is competitive. All interested parties must submit a
statement of qualifications to be considered. A panel of persons knowledgeable about the
engineering, planning and related services needs of the City of McCall will rate submittals based
on the rating criteria. Presentations/interviews with finalists may be scheduled during the week
of June 6, 2005. If needed, these presentations/interviews will contribute to the overall rating.
The rating panel will make recommendations to the City Manager. The City will negotiate a
contract with the most qualified proposer. If the City can not reach agreement with the most
qualified proposer, the City may end negotiations and begin negotiations with the next most
qualified proposer. Upon the completion of negotiations with the successful proposer, the City
Manager will recommend to the City Council that the City of McCall enter into a contract with the
successful proposer. Council action is anticipated at its meeting on June 23, 2005. The City
reserves the right to reject all statements of qualification and award no contract.

ADMINISTRATIVE REQUIREMENTS
· Any contract resulting from this RFQ will be between the City of McCall, Idaho, and the
successful proposer. Any work that the proposer intends to subcontract to other entities
must be identified in the SOQ.
· Contractors will be required to maintain books, records, documents, and other evidence
directly related to performance of the work in accordance with Generally Acceptable
Accounting Procedures. The City of McCall, or any of its duly authorized representatives,
shall have access to such books, records and documents for inspection, audit, and
copying for a period of seven years after completion of work.
· The initial contract will be for three years, with an option for a three year extension at the
City's sole discretion.
· The City reserves the right to contract with other entities for similar services during the
period of the contract.
· Contractors must complete all required reports and billing documentation in a timely
manner. Reimbursement will be contingent upon receipt and approval of required reports.
Additional data may be required for audit or evaluation purposes.
· The successful proposer will maintain professional liability, general liability and workers

1. FIRM QUALIFICATIONS
The quality of life in the City of McCall is an attractive draw for residents and
tourists alike. Maintaining the quality of life for City of McCall residents is a
priority of CH2M HILL's. As your City Engineer, CH2M HILL will work closely
with the City of McCall and other key stakeholders to respond quickly to any need
that may arise.
Project Understanding
The City of McCall is experiencing new
challenges and opportunities as it
responds to community and tourism
growth. This growth has led to a more
demanding role for the City Engineer and
requires significant resources to meet this
challenge. As a multi-disciplined firm
with significant resources, CH2M HILL
has put together a leading team with
local, regional, and national expertise that
can meet these demands. CH2M HILL
provides the City of McCall with a pool of
nationally recognized experts led by a
local primary point-of-contact, Betsy
Roberts, P.E., LEEDTM.
Increased development applications
require increased manpower to achieve a
reasonable turnaround time. Resources
and expertise are needed to update the
zoning ordinances and maps needed to
conform to the 2000 Comprehensive Plan.
The City code should be revised to reflect
these new ordinances. Impact fees may
need to be updated so that funds can be
collected to cover the impacts of new
development.
One of the first issues to address is to
ensure that the City has adequate
wastewater capacity to provide for
growth. Because of wastewater capacity
constraints, a temporary moratorium on
new construction has been enacted.
CH2M HILL proposes short-term and
long-term solutions to the wastewater
capacity issue. The existing treatment
capacity will be reviewed and options
will be identified to increase treatment
capacity and treatment efficiency. The
extent of infiltration/inflow into the
sewer system will be identified and
mitigated through rehabilitation and
replacement construction techniques,
with some additional capacity for new
service connections resulting from this
effort. Pond curtains may enhance
settling, and additional lagoon treatment
capacity may be gained by the use of
pond blankets that increase the treatment
reaction rates by raising the water
temperature. More land may be needed
for land application until a long-term
disposal solution is reached. CH2M
HILL can apply alternative project
delivery capabilities, such as our
design/build experience, to accelerate
the construction of treatment capacity.
A formal wastewater master planning
effort that will review several treatment
and disposal options for a long-term
permanent solution will be developed.
Treatment options such as advanced
mechanical treatment, natural treatment
systems, and a phased solution using
both the existing ponds and new

Disposal options, such as the use of
satellite scalping treatment plants and
water green spaces producing reclaimed

dialogue involves making a commitment
to fully engage the community in design
through an interactive, dynamic process
that enables illustration of potential

consensus and support for preferred
treatments. A series of individual work
sessions with groups of similar interests
allows constructive interaction with the
design team; designers are then able to

Since 1992, Betsy Roberts has, with
support from other CH2M HILL team
members, been providing on-call A-E
consulting services to the City of Sun
Valley. During this time, CH2M HILL has
provided design services for roadways
and pathways; conducted subdivision
plat reviews; provided full-time
construction oversight; developed a
transportation plan; updated specific
sections of the city code; prepared a
capital improvements plan; and
conducted various public involvement
exercises. CH2M HILL delivered the
following representative projects:
design needs; and minimizing impacts
to existing landscape. On all projects
with the City, the design team works
closely with City staff and
stakeholders to develop cost-effective
alternatives for design and
construction that balance technical

Transportation Master Plan. CH2M
HILL worked closely with the City of
Sun Valley to determine how to plan
the future of transportation in the
City. CH2M HILL helped develop
public input through workshops, open
houses, and council meetings, which
provided consensus on the
recommended plan.
Transportation Planning Services. On
a yearly basis, CH2M HILL evaluates
existing roadway and pathway

structures, and provides prioritization
recommendations to the City Council
for capital improvements projects.
CH2M HILL maintains a current
database of roadway and pathway
improvements. CH2M HILL also
assisted the City Planner by reviewing
site plans for proposed developments
within the City.
· Maintenance Facility Design and
Construction. CH2M HILL developed
a Feasibility Study comparing various
potential site alternatives and, with
input from the City, selected a
preferred site alternative for a
maintenance facility. We then provided
full architectural and engineering
services for design of the facility. The
building is constructed partially into
the surrounding hillside to reduce its
visual impact.
The relationship CH2M HILL has
established with the City during the past
13 years has been integral to the City sole
sourcing this work to CH2M HILL. The
fast-track nature of this project required a
"partnered" spirit of cooperation with
many entities.
District Engineer, Sun Valley Water &
Sewer District, Sun Valley, Idaho
CH2M HILL has been the District's
Engineer since the early 1960s. Over the
years we have planned and executed
more than 50 projects for water supply,
water distribution, fire suppression,
wastewater collection, flow measurement,
and treatment. The most recent projects
include two concrete cast-in-place potable
water reservoirs- 200,000 and 450,000
gallons in size - and the drilling of Well
12 and its accompanying building. Well
12 is a 1,000-gpm potable water supply
well in a 650-square-foot CMU block
building. This well house is located
within the Sun Valley "horse pasture"
area near several expensive homes.
Through a conditional use permitting
process, CH2M HILL developed an
approach that dealt with facility siting
and aesthetics, site landscaping, complex
stormwater management for both water
quality and fate of the stormwater, and
construction management and
scheduling.
Boise City Wastewater Treatment
For the last 34 years, CH2M HILL has
had the opportunity to work with the
City of Boise on many projects ranging in
size and complexity and covering a
broad range of services including
technical consultation, studies, planning,
design, and construction services. We
have also worked with the City of Boise
throughout all development phases of
the West Boise Wastewater Treatment
Plant.
Wastewater Facilities and NPDES Permit
Planning
CH2M HILL assisted the City of Boise by
developing the Total Water Quality
Management Plan, which provided
strategic guidance for growth of the
City's wastewater system, water quality
management, and future NPDES
permitting. The plan consisted of
extensive water quality assessment and
management activities that identified
capital improvement needs, defined
needed actions in response to probable
future regulatory or water quality
requirements, and recommended actions
to preserve flexibility and local choice in
how Boise manages its wastewater.
Because CH2M HILL facilitates the Lower
Boise River Water Quality Plan and the

state-designated Watershed Advisory Group,
we have given the City unique insight into the
concerns of both urban and rural water
quality stakeholders.
West Boise Wastewater Treatment Plant
CH2M HILL managed the expansion of
the West Boise Wastewater Treatment
Facility from 16 to 24 mgd. This included
influent pumping, preliminary treatment
(fine screening and grit removal), primary
clarification, secondary treatment using
plug-flow activated sludge with diffused
aeration, secondary clarification, post
aeration, disinfection, and a plant water
system. A new plant process
instrumentation and control system and
many other plant-wide modifications
were also included in this project.
The completed facility will provide a
more efficient treatment process,
enhanced phosphorus removal, and
reduced energy consumption of
approximately 600 horsepower.
City of Boise Strategic Plan
CH2M HILL is developing a Strategic
Plan for the City of Boise to help define
the City's mission and goals, while
aligning to the budget planning cycle.
This 2-phase planning effort seeks to:
1. Bring clarity and focus to the core
mission of the organization

Northwest Boise Sewer District,
Boise, idaho
Since 1964, CH2M HILL has assisted the
Northwest Boise Sewer District's
wastewater operations by providing
engineering support. We have also
generally acted as the District's Engineer
where technical support is required.
In 1991, CH2M HILL helped the City of
Boise amend its existing Wastewater
Facilities Plan to allow EPA and Idaho
DEQ loan support to replace portions of
an existing 100-year-old, horseshoe-
shaped trunk sewer.
CH2M HILL is currently working with
Northwest Boise Sewer District to ensure
that all line extensions and annexations
to the District conform to District and
State of Idaho Department of Revenue
and Taxation requirements. Specific tasks
under this contract include the following:

For more than 25 years, CH2M HILL has
been partnering with Capital City
Development Corporation (CCDC) to
revitalize downtown Boise. We have been
involved in a number of projects,
including the following:
· Boise Convention Center. Complete
planning, structural, site/civil,
geotechnical design and construction
services for the one-story, 84,200-
square-foot Boise Convention Center.
· Grove Street Utility Relocation and
Front Street Reconstruction.
Relocation of major utilities from
beneath an existing arterial street to
allow room for downtown
redevelopment in Boise.
Comprehensive utility and traffic
planning for the 8-block Downtown
Renewal Area, and design and
construction services for a utility
corridor and the 5-lane arterial streets,
streetscape, open space, and
landscape.
· Capital Terrace Garage. Preliminary
and final structural engineering
services as well as resident
engineering services during
construction for a six-level, 500-stall
garage.
· Downtown Transit Mall. Full
engineering to reconstruct four city
blocks of downtown streets into a
transit mall for use by urban buses.
The project involved design of brick
streetscape, arterial roadway,
drainage, and utility relocation.
Boise Valley Yi~ICA Camp, Horsethief
Reservoir, Valley County, Idaho
CH2M HILL is providing planning and
development of site infrastructure for
this 300-acre, remotely located YMCA
camp. Project scope includes planning
and development of potable and fire
suppression water systems, wastewater
collection, treatment, and, if possible,
reuse. A power system will supply the
large facilities coupled with alternative
type systems for remote sites such as fuel
cells and solar. The design will follow the
LEEDTM certification process, providing
energy efficient opportunities wherever
possible.
Downtown Redevelopment Project,
Caldweil, idaho
CH2M HILL provided transportation
planning and traffic analysis to support

an effort led by the U.S. Army Corps of
Engineers to daylight Indian Creek, in the
City of Caldwell. CH2M HILL helped
create a plan for a livable, economically
successful downtown core centered
around a water theme. Though our
responsibility was focused on
transportation and utility engineering, we
actively participated in the planning
portion of the project. The study resulted
in a report with recommendations for
land use and planning policies to guide
circulation, parking, and development for
the City downtown, including pedestrian
treatments.
Barber Park Concept Plan
Development, Division of Parks and
Waterways, Ada County, Idaho
CH2M HILL developed a concept plan for
reconfiguration of Barber Park access,
circulation, parking, and river access.
Barber Park is the drop-off location for
area recreationists floating or "tubing" the
Boise River. The project scope included
developing several circulation and
parking alternatives, modifying the
existing parking and traffic flow patterns
to increase traffic efficiency, coordination
with defined drop-off areas, and
handicapped parking and overall volume
of parking spaces while maintaining an
aesthetic and functional green space.
Alternate development included
consideration of an existing wetland,
existing septic drain field, and
neighborhood proximity.
Woodhead Park, Idaho Power
Company, Hells Canyon, idaho
CH2M HILL developed a master plan and
completed design and bid documents for
reconstruction, expansion, and upgrade of
recreation facilities at the remote
Brownlee Dam/Woodhead Park in Hells
Canyon. Creative and innovative design,
coupled with the application of well-
established project development and
coordination and management methods,
incorporated the difficult site conditions
into an outdoor campground and park
that provides excellent outdoor
recreation opportunities throughout the
park.
Environmental issues were a high
priority in the development and
execution of this project. For example,
careful attention was given to the
preservation and enhancement of
wildlife habitat. Landscape plantings
were carefully selected to avoid
propagation of non-native plant species.
During preconstruction, rare plant and
archaeological investigations were
conducted.
Horsethief Reservoir Master Plan,
Idaho Department of Fish and Game,
Valley County, Idaho
Located in Valley County, this existing
fishing reservoir was in need of
organization and site use controls to
eliminate or discourage rampant and
uncontrolled overuse by campers. The
site was being "loved" to death. CH2M
HILL prepared a park and lake use
master plan that set up access restrictions
to on shore access and use; provided for
fewer but better developed camping
sites; created a trail network that would
separate motorized off-road vehicles
from pedestrians; and developed more
useful boat ramp parking areas.
Following completion of the master plan
and working with the Idaho Department
of Fish and Game, CH2M HILL prepared

out to bid.

Forest to evaluate the effects of
managing noxious weeds in the South
Fork of the Salmon River Subbasin.
New Fish Hatchery, State Department
of Fish and Game, McCall, Idaho
CH2M HILL performed bioengineering
and preliminary and final design of a
new fish hatchery for the State
Department of Fish and Game. The
project was proposed to mitigate
depleted summer Chinook salmon runs
in the Salmon River. A dual disposal
system was designed to discharge the
hatchery's domestic waste to the
municipal sewerage system and wastes
from the fish rearing operations to a
sedimentation basin on the site. The
design of the $4 million facility included:
· A new hatchery building housing
incubation, early rearing, vehicle
garages, and shop
· Exterior raceways and raceway
canopy
· Sedimentation pond
· Visitor center
· Administrative offices and seasonal
employee dormitory
· Roads/parking/chain link fencing
· Emergency power generation
· Siting for three houses
Boise Air Terminal ~mprovements,
Boise, idaho
CH2M HILL provided on-call structural
design and construction inspection
services for major expansion projects at
the Boise Air Terminal that have more
than doubled the size and capacity of
Boise's Municipal Air Terminal. The
projects included a new concourse and
atrium area and major additions to the
ticket lobby and baggage-handling areas.

In addition, CH2M HILL provided
planning and engineering design and
resident observation services for the

Hillsboro Airfield Improvements,
Portland-Hillsboro Airport,
Port of Portland, Oregon
CH2M HILL provided full design and
construction services for runway safety
area improvements and taxiway
rehabilitation. This included relocation of
the approach end of Runway 30, a
perimeter road, drainage facilities, and
two taxiways; grading improvements;
coordination with FAA; placement of
erosion control shoulders; construction of
a helicopter training site; expansion of
parking at the terminal building;
rehabilitation of 3,000 feet of Taxiway A;
widening of Taxiway F; and construction
of perimeter fencing. CH2M HILL
developed detailed construction phasing
plans and a displaced threshold to
minimize impacts to airport operations.
CH2M HILL assisted the Port with
determining impacts on State Department
of Lands jurisdictional wetlands.
Water and Wastewater Cost-of-Service
Rate and System Development Charge
Study, City of Eugene, Oregon
CH2M HILL provided comprehensive
cost-of-service rate and system
development charge (SDC, or system
impact fee) analysis for the city's water
and wastewater systems. The city is
facing approximately $800 million in
capital improvement costs for its utility
systems during the next 20 years. The
rate analysis included development of an
advanced, spreadsheet rate analysis
model that automates each step of the
cost-of-service analysis process:
development of revenue requirements,
cost allocation, and rate design. The cost-
of-service analysis was highlighted by a
substantial evaluation of commercial
customer peak water demand and
sewage strength loadings, which resulted
in a recommendation for significant
customer class disaggregation. These
studies featured an extensive public
involvement program to build broad
based community support for the study
results, with monthly meetings of a city
council-appointed task force, televised
public rate forums, and Web site
postings of informational materials and
customer feedback questionnaires.
Model Development Code & User's
Guide for Small Cities, State of
Oregon
The Model Development Code and
User's Guide for Small Cities, prepared
by Otak for the State of Oregon, is
helping small cities (those with
populations less than 10,000) use their
land and urban services more efficiently;
promote vibrant mixed-use centers;
conserve natural resources; provide
transportation options; create human-
scale design; and streamline
development review. With nearly 200 of
Oregon's 240 cities considered "small,"
this product will have a profound impact
on development across the state. Since its
publication in 1999, more than 50 cities
have used the Model Code to update

2000 American Society of Consulting
Planners' Smart Growth-Sustainable
Planning Award.

Dean Swift Neighborhood Plan, City of
Bend, Oregon
This project is a guide to the transition of
a 35-acre rural area to a walkable,
complete neighborhood. The
neighborhood plan was prepared in
response to neighbors' concerns that
future growth in the area would result in
uncoordinated infill and redevelopment.
Otak served as the lead consultant for
planning the neighborhood and facilitated
a series of community workshops that
allowed citizens to participate in the
planning process. The plan introduces
three types of housing, a network of
blocks and connected streets, mixed-use
office along one edge, and two types of
neighborhood streets.
Carbondale Nature Park Master Plan,
City of Carbondale, Colorado
Otak provided an interdisciplinary team
of park planners, landscape architects,
engineers, hydrologists, wetland
scientists, and water attorneys to prepare
a master plan for developing a 33-acre
community park. Otak led a design
dialogue public process hosting
21 stakeholder meetings, while
concurrently developing a series of
design concepts in response to
stakeholder values and concerns.
Participants selected a preferred
alternative during the Open House
Workshop and the project advanced
forward with immediate city council
approval. The public process was
heralded as the example from which the
Town of Carbondale will conduct public
processes for town projects from that
point forward.
Snowmass Village Community Park,
Snowmass Village, Colorado
Otak coordinated and managed a
design/build approach with a local
contractor to construct a 5.5-acre
community park for the Town of
Snowmass Village. They facilitated a
public process involving a newly formed
Snowmass Village Parks Committee to
determine community park needs and
desires. They were responsible for
preparing the contract and negotiating
the unit costs of the project. This project
also involved facilitating the Snowmass
Village Public Arts Committee through
an artist selection process for designing
and placing a piece of public art at the
new community park. John McCarty of
Otak authored a successful application

for a $55,000 Great Outdoors Colorado
grant to assist with the project's funding.
Shoreline Interurban Trail, Shoreline,
Washington
The Interurban Trail project is a multi-
disciplined effort that will greatly expand
opportunities for non-motorized
transportation and recreation with the
City and strengthen connectivity
throughout the region. This historic trail
will eventually provide a continuous
network from Seattle to Everett. Otak
prepared a preliminary design report for
the entire trail alignment and final design
for the north and south ends of the
alignment, which have been funded for
construction (over one mile of Class I
trail). Work included an extensive
community involvement program, a
significant amount of multi-agency
coordination, urban design, landscape
architecture, civil engineering, and
surveying.
Tillamook Town Center Plan,
Tillamook, Oregon
The Tillamook Town Center Plan was a
joint effort by the City of Tillamook and
the Oregon Transportation and Growth
Management Program. The plan created a
downtown development plan that
emphasized a viable economic mix within
the town center, infill development
guidelines, a pedestrian-friendly
streetscape, and restoration of the
traditional storefront architecture of the
downtown area. The town center area will
be anchored by a town square and
potential redevelopment sites for civic
uses such as community college or
County library buildings. Plan elements
included conceptual site plans and
landscape and architectural renderings
for the town center anchors, a greenway
park and trail, design guidelines for
streetscape improvements, and an
historic restoration plan with illustrated
guidelines.
Enumclaw Welcome Center, Multiple
Agencies, City of Enumclaw,
Washington
Otak is providing building and site
programming, site selection, conceptual
site planning, landscape architectural
design, and building design and
development strategy. The project goal is
to develop a welcome center at the
western portal of an All American Road
to greet and support visitation along the
Mather Memorial Parkway and Mt.
Rainier National Park. The welcome
center will provide a gateway definition
for the All American Road corridor and
reflect the character and history of the
Enumclaw community.
The building program includes
interpretive exhibits, a small theater,
classroom/conference room, sales area,
and administrative facilities for the U.S.
Forest Service, Mt. Rainier National
Parks, and the Enumclaw Chamber of
Commerce. The site program includes
outdoor interpretive centers in an
enhanced wetland environment, an
exterior plaza with a view of Mt. Rainier,
visitor parking, and a park-and-ride
facility for access to the Crystal Mountain
Ski Resort and Mt. Rainier National Park.

guarantee streamlined access by the City of
McCall to Betsy Roberts and any team
member, ensuring delivery of quality
products, on schedule, and within the City's
budget. At any time during the project, both
the City of McCall and CH2M HILL will
know the project status, any difficulties or
issues, and next steps/action items. Betsy

and design for the City of Sun Valley,
Idaho and her work in the Wood River
Valley area. Betsy understands the
growing pains of a small, local
