HomeMy Public PortalAboutSPRC Minutes 1997-12-17 Site Plan Review Committee December 17, 1997 Present: Jon Eitelbach, Chuck Medchill, Ray Merrill, Bob Bersin, Pat Ballo Absent: Sandy MacFarlane Informal Review, Lot 16A Rayber Road, Kurt Martin, applicant. Change an existing building used for storage on first floor and construct an apartment on the second floor. After explaining the Site Plan Review process to Mr. Martin, Jon commented that the original building permit needs to be checked for the use; the floor loads may need to be reviewed by an engineer. Pat Ballo asked if there was an existing septic system. Mr. Martin said there was no system. Pat explained that unless a septic permit had been issued and was still valid, an engineered septic plan which meets the Title 5 regulations. Pat asked Mr. Martin to meet with her after the meeting. Chuck Medchill said that all underground utilities need to be shown on the site plan with the required 5' separation. Bob Bersin asked if the parking area existed as shown on this plan. Mr. Martin said no. Bob explained he would require spot elevations to be shown on the site plan. Run-off must be contained on the lot; although it does not appear to run onto Rayber Road, a catch basin with a sump designed to the 25-year storm specifications will be required. Ray Merrill said a fire alarm system connected to both uses will be required. He recommended that Mr. Martin meet with Steve Edwards for details. Mr. Martin said that the apartment would have one bedroom and there would be one or two people working in the storage area. Jon Eitelbach said this would require 3 parking spaces. The site plan will also need items A-O listed on the application. Written waiver requests may be submitted for some items. Jon also explained that a Special Permit from the Zoning Board of Appeals would be required for the dwelling unit in a commercial structure. Jon reviewed his other comments; under the 6th Edition of the Building Code a structural engineer is required. All framing must be enclosed in 5/8 sheetrock or the building must be sprinkled. Two means of egress are required for the apartment. If a stairway is through the interior of the building, it also must be enclosed and encased in sheetrock. Conditions on furnace location were discussed. Jon Eitelbach asked the committee for their comments on the Formal Review. Pat Ballo said a new septic plan may need to be done. Chuck Medchill commented that meter pits as shown on the plan are not allowed as of 1989. A formal review will not be required providing that each departments regulations are satisfied. Continuation of Informal Review, Dairy Queen, 5 Cranberry Hwy. Dan Elliot, owner, Bob Perry, engineer and Duane Landreth, attorney were present. Bob Perry reviewed the revised site plan. The plan will required that the existing curb cut be modified for the drive-thru exit. Other entrance/exits to remain, with the addition of"right turn only" signs. A "pedestrian walkway" sign will be added in front of drive-thru. It was recommended that a "do not enter" sign be added at the drive-thru exit. 12 parking spaces are shown on the plan. The spaces closest to Route 6A have been deleted, but may be used if the State Highway reduces the 53" wide existing opening. Jon Eitelbach and Bob Bersin asked if curbing could be added to steer exiting cars to the right. Mr. Perry did not feel that was necessary. Mr. Elliot commented that without the curbing it is easier to get to Old County Road. Mr. Perry commented that it will actually be up to the State DPW to decide if the existing opening should be modified. Bob Bersin commented that if it is determined a catch basin is needed, he will require that one be added. Jon Eitelbach said the By-law requires 200' separation between curb openings. Bob Bersin offered to give Bob Perry the GSI disk to check distances. Chuck Medchill commented that reducing the existing 53' opening would be an improvement. Pat Ballo referred to the Board of Health comments listed in May 1995 letter. She also felt this plan is an improvement over the previously submitted plans. The conditions on the plan were reviewed. Possible drainage, angling proposed exits, reducing 53' opening, directional signs; "enter - drive-thru", 2 "right turn only", "exit only". Arrows and lines to be painted on parking area. Bob Bersin requested that he and Bob Perry meet to review the site plan after the State has made a determination. Motion: Ray Merrill made a motion to accept the plan with the contingency that the final approval is based upon the State DPW and the Zoning Board of Appeals approvals, with Bob Bersin doing a review of that plan. Chuck Medchill seconded. Vote: 5 - 0 - 0 Bob Perry asked if the 53' opening was reduced, could the parking spaces along Route 6A be returned. The committee agreed that would be acceptable. Mr. Perry stated they would offer this option to the Zoning Board. The minutes of the November 26th were read. Chuck Medchill made a motion to accept. Ray Merrill seconded. Vote: 4 - 0 - 1, Ray Merrill abstained. The minutes of December 10th were read. Pat Ballo made a motion to accept, Chuck seconded. Vote: 4 - 0 - 1, Bob Bersin abstained.
