Introductions: The meeting was called to order by Chair Ann Bax at 1:30 p.m. Self-introductions completed by all attendees. 2. Approval of Agenda Mr. Wm. “Bill” Case, moved to accept the agenda as presented; Mr. Wayne Lee seconded the motion. The motion carried without correction or objection. 3. Approval of Minutes Mrs. Angela Hirsch, moved to accept the March 27th, 2018 minutes as presented; Mr. Wayne Lee seconded the motion. The motion carried without corrections or objection. 4. Public Comments Lola Rice complimented the JEFFTRAN system on their friendliness of employees and their dependable and responsible service. APPROVED 2018 5. Transit Administration Report-Transit Division Director Mark Mehmert a. U pass report i. Partnership with Lincoln University is going well, will soon be looking for more partnerships. Second billing of rides is expected to occur November 1st, 2018. b. Grant 5310 Program Update i. This grant program replaces paratransit buses. JEFFTRAN staff applied for two replacement Handiwheels Buses with over 150,000 miles on them and one Utility Vehicle (2005 Chevrolet Van) ii. JEFFTRAN modifies one of MoDOT’s standard bus specifications on state contract to provide maximum flexibility. Modifications include the number and types of seats as well as additional security cameras. c. Handiwheels recertification i. JEFFTRAN staff are ramping up efforts to get the recertification of all Handi-wheels clients as recommended by Lochmueller Group in its 2017 System-Wide assessment of the transit system. It is expected the first wave of recertification letters will go out in early in 2019. ii. Also in 2019, it is expected an RFP will be issued to procure replacement software for Handiwheels customer relationship management, including conditions. d. Recommendation for Route Reconfigurations i. Mr. Mehmert reviewed upcoming recommended route changes with the Committee. 1. Draft timeline of next steps a. October 1st – introduce at City Council b. October 15th, public hearing / City Council Meeting e. Miscellaneous i. Operations Assistant Ken Brown is retiring Friday, September 28th, 2018 after fourteen years. Mr. Mehmert thanked Mr. Brown for his service to the city and JEFFTRAN clients. ii. Consideration of the FY2019- PTAC Calendar 1. Consideration was tabled until the January 2019 meeting 6. Committee Discussion Ride the Bus Free Day is scheduled for October 8th, 2018. G. Vernon, transit staff will email all committee members the flyer. There was a roundtable discussion by committee members regarding public transportation for citizens on election days. Mr. Case moved to ask the Public Works and Planning Committee consider the concept of free rides for all citizens on JEFFTRAN for election days. Mrs. Angela Hirsch seconded the motion. The motion passed unanimously. Transit Director Mehmert will forward this request to Public Works Director Matt Morasch for potential consideration by the Public Works and Planning Committee. APPROVED 2018 7. Next Meeting Date/Time and Adjourn Next meeting original scheduled for Tuesday, November 27th, 2018. After discussion, it was proposed to possibly move the meeting to Monday, November 26th, 2018. Staff will make contact with all committee members for confirmation. Mrs. Angela Hirsch, Co-Chair moved to adjourn the meeting; Mr. Wayne Lee seconded the motion. Meeting adjourned at 2:37p.m.
