BOARD OF HEALTH MEETING _ �- -
TUESDAY, JULY 22, 2014 AT 7:00PM
TOWN HALL, ROOM A
Board members present: Lemuel Skidmore, MS, MPH, Chairman; Annie Dugan, RN, Vice Chairman; Joanne Hughes,
Mary Chaffee, RN PhD and Carmen Scherzo
Call to order: Chairman called the meeting to order at 7:00PM
Others present: Nancy Ellis Ice, MPH, CHO, RS, Health Director and Tammi Mason, Senior Department Assistant
1. Chairman's Announcements
Lemuel Skidmore spoke about the Board members updating their information at the MAHB website.
Carmen Scherzo was officially welcomed to the Board.
Lemuel Skidmore spoke about the issues at Tri Town Septic Treatment Plant and a septic hauler that had not paid his bill.
There had been talk at a previous meeting of bringing this hauler in before the Board and potentially pulling his license to
haul. He stated that after speaking with Town Counsel, the Board has no authority to act on this issue. He did let the
Board know that the hauler had paid a portion of the bill.
The role of the Board of Health and the Health Department was briefly spoken about.
There will be 1 meeting in August on the 19th
2. Tom Fitzgerald-non-renewal of 0& M contract for I/A system
Mr. Fitzgerald was not present but Nancy Ice let the Board know that he is currently working on getting a contract.
3. Joseph & Diane McLaughlin-non-renewal of 0 & M contract for I/A system
Mr. & Mrs. McLaughlin were not present but Nancy Ice let the Board know that they are currently working on getting a
contract.
4. Discuss appointing a liaison to the Dog Park Development Committee
Lemuel Skidmore read a letter from Haley Winfield, Dog Park committee member asking for someone from the BOH to be
a liaison for their committee.
Mary Chaffee provided background about the BOH's feelings on a dog park.
It was decided that Carmen Scherzo would be the liaison.
5. Discuss dogs at Outdoor Cafes
Paul Wilson, the owner of Brewster Coffee Shop was present for the discussion. Lemuel Skidmore read the definition of
an Outdoor Café. Mr. Wilson asked if he could designate a few tables for dogs that can remain with their owners while
they are eating.
Joanne Hughes spoke about other towns issuing variances regarding dogs at Outdoor Cafes. Salem Mass has criteria for
a variance request with regards to this issue.
The Board asked that Nancy Ice revise the regulation to include a variance cause.
6. Discuss Health Director's Annual Review
Mary Chaffee will do the review as the out-going Chairman.
7. Discuss potential performance objectives for the Health Director
Lemuel Skidmore asked that this be deferred until the annual review is done. It will be brought back to the August 19th
BOH meeting.
8. Items the Chairman did not anticipate
Nancy Ice spoke about the office getting training on the new I/A monitoring program. She will invite Brian Baumgaertel in
to go over it with the Board also.
