HomeMy Public PortalAbout1961-10-26 Meeting113 The Village Clerk brought up the matter of a new Liquor License Application for the Bal Harbour Hotel. This was necessary due to a change of officers in the operating corporation. Mr. Broeman made a motion to accept the Liquor License Application of the Bal Harbour Hotel, seconded by Mr. Faulkner and unanimously approved by the Council. Mr. Faulkner said he wanted to go on record as disapproving the size of the signs put up by the Bai Harbour Club on Bal Cross Drive. Mr. Hart said he, too, opposed them. Mr. Webb then stated that the Village does not have a regulation governing the size of the Club's signs. Harbour Village met at 9:30 A.M. Saturday, October 28, 1961 at the Village Hall. All the members of the Council were present. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Andersen, Village Attorney. Upon motion of Mr. Hart, seconded by Mr. Faulkner, the minutes of the previous meeting of September 23, 1961 were approved as submitted. Mr. Webb brought tc the attention of the Council the appli- cation of the Singapore Hotel fcr a liquor license which hao been held up awaiting the completion of the character investi.gaticn. After dis- cussion Mr. Anderson advised the Council that the State Beverage Director was charged with granting these licenses and was of the opinion that the application should be granted. As there had not been a con- viction of felony within the last fifteen years, there is no lawful way we can withhold the license. Thereupon Mr. Broeman moved that in 114 consideration of Mr. Anderson's opinion the liquor license be granted the Singapore Hotel. The motion was seconded by Mr. Hart and unani— mously voted. The next order of business was the application for taxi permits. After discussion Mr. Broeman moved that 16 permits be granted the Morse Baggage & Transfer, Inc.; 3 to the North Beach Yellow Cab; and 4 to the Surf Cab, Inc. Mr. Faulkner seconded the motion and it was unanimously approved. Mr. Webb then advised the Council that 5 limousine permits had been applied for. Jean Cauchois asked for 2; W. J. Prout asked for 2; and Red Top Sedan Service, Inc. asked for 1. Mr. Hart moved that the 5 limousine permits be granted. The motion was seconded by Mr. Faulkner and unanimously adopted. Applications for U—Drive—It permits were made by Hertz Corpo— ration for 10 permits; Morse Autc Rental for 20 permits; W. J. Prout for 5 permits; and Checker Rent a Car fox 5 permits. These applications were approved upon motion of Mr. Faulkner, seconded by Mr. hart and the unanimous vote of the Council. The Village Clerk then presented the application for liquor license by the Beau Rivage Hotel pointing cut that it was incomplete by lacking two sets of finger prints. Mr. Beatty moved that action on this application be postponed until the next meeting, seconded by Mr. Faulkner and unanimously carried. The Mayor brought to the Council's attention the many com— plaints that have been received regarding the banner signs en the Harbour House. Mr. Webb explained that last Spring the Council agreeo to a sign being erected on the adjacent lot advertising the Harbour House. After the completion of seven floors the sign was to be taken down and put on the buildin. Due to the fact that the building is not complete the sign cannot be erected en the building, so banner signs were used. After discussion Mr. Hart moved that the owners of Harbour House be permitted to display temporary harper signs displaying the name only for the next 60 days. Wr. Mr. Anderson read Crdinance Lc. 85 amending Crdinance No. 68 and explained that the granting of permits will be done by the Council and not the Police Department and set fora the time for applying fcr permits. Thereupon Mr. Hirt moved to accrot CR?INANCL NO. 55 AN OPPIhANCE AETLDINC CHLINANCIE NC. 6c dAL HAPBC.UN VILLAGE, FLCLIDA Mr. Broeman seconded the motion and it was unanimously passed. 115 Mr. Marion Butler appeared before the Council and explained that in April, 1961 the Council had granted him permission to erect a sign not larger than 2' by 3' on Lot 13 Oceanfront Section of Bay Harbor for 90 days. He said the sign had been remrved and they would like tc display the sign fcr another 90 day period. Mr. Hart moved that Mr. Butler be permitted to use the same sign for 90 days from Noven:uer 1, 1961. Mr. Broeman seconded the motion and the request was approved. Mr. Webb read a letter addressed to the Council by Mr. Robert J. Brush requesting that the Zoning Ordinance be modified to permit him to offer certain maintenance operations as part of his service. tAr. 3rush appeared before the Council and explained that he also desired to sell a larger variety of items and display a sign inside his station saying he could arrange for car rentals. After discussion the Council came to the conclusion that it was not necessary t, change the Zoning Ordinance but requested Mr. brush to submit a list of the items he proposed to sell for. the Manager's approval. The Council further ad- vised Mr. Brush that if he wanted to work with one of the four U-Drive- It companies licensed tc dc: business in dal Harbour Village, Mr. Webb would approve a sign he would use and that nu. L-Drive-It cars would be narked on the Sinclair property. The Village Clerk pointed out that there were six former Aldermen and Councilmen that had never received a Resolution in ap- preciation of their services. Resolutions 85 through 9C honoring Edward L. Bonneau, Jr., Charles R. Graham, Glenn E. Massnick, Raphael Semmes, Jr., William V. Simons and George M. Whittaker were then pre- sented to the Council. Discussion followed on also presenting a Resclution to Mr. Rcuert C. Graham, Sr. in appreciation of his work in founding Ba1 Harbour Village. The :council on motion of Mr. Hart, seconded by Mr. Faulkner, passed the Resolutions and authorized Mr. Anderson to draw a Re€ult:Lien for Mr. Graham to be known as Resolution No. 91 and presented to hire at the Anniversary Dinner tc be held Mevember 11, 1961. The Village Clerk advised the Council that the police officers had chosen Benton F. Chambers as Trus'.oe ..f the Retirement Fund replacing_ Claude L. Dowe who 15 ne longer with the force. Mr. Webb explained that our porti.cn ,f the Tri City Library amounts to $2,700.00 as of the fiscal year starting October 1st. He said he and the Village Clerk r.egotiaLed the new contract and that the Council woule be approached at a later rate to donate the savings on the library contract to the Wonens Division of the Chamber cf Commerce to help with the upkeep.
