August 23, 1983. A special budget preparation meeting of the Medina City Council,
properly called, was convened at 7:30 pm, August 23, 1983 in the Medina Council Chambers.
Present: Mayor Thomas Anderson; Council members: Thomas Crosby, Bill Reiser, Wilfred
Scherer and Anne Heideman; deparment heads: Jimm Dillman and Mike Sankey.
1. It was agredd to add the Medina Motor Inn access question to the agenda.
2. Heideman moved that a public hearing for Special Assessments for Hamel Well #3 be
held at 8:00 pm, September 20, 1983 during the regular Council meeting. Scherer
seconded. The motion was declared carried.
3. Reiser took over the meeting as acting mayor. A letter from Thomas J. Anderlee,
MN DOT, dated July 26, 1983, and a reply thereto was presented. After due discussion,
Crosby moved, Reiser seconded, that the access stipulations made by MN DOT be accepted.
Parcels involved are those abutting Hunter Drive North of 55 and the entrance to the
present Drive -In. A confirming letter, over Reiser's signature is to be sent immediately.
The motion was declared carried. Anderson did not participate in the discussion nor vote.
4. Anderson resumed the chair and directed discussion of the Preliminary Budget for 1984
which he had prepared. The Council discussed each item, requesting clarification from
Dillman and Sankey regarding line items in their respective departmental budgets. Some
figures were changed as the result of the discussion. Salaries for employees were
discussed individually. Sankey and Dillman discussed some prospective needs for their
departments.
Anderson agreed to reprint the Preliminary Budget with new line item figures and
totals as needed.
Heideman was directed to get clarification on some items from Donna and to arrange
for the agenda of the September 9, 1983 regular Council meeting to include possible
changes in the general Personnel Policy.
5. Scherer moved, Heideman seconded, that another special budget meeting be held by the
Council August 30, 1983, 7:30 pm, at the Medina City Hall. Motion declared carried.
Donna is to arrange for proper posting of the notices.
6. Scherer moved, Heideman sconded, that the meeting adjourn. Meeting declared closed
at 10:47 pm.
