ORDINANCE NO, 1064
AN INTERIM URGENCY ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF LYNWOOll PROHIBITING
CERTAIN USES IN THE C-3 (HEAVY COMMERCIAL)
ZONE AND THE M (MANUFACTURING) ZONE.
The City Council of the City of Lynwood DOES HEREBY ORDAIN
as follows:
Section 1. No building shall be erected, constructed, estab-
lished, enlarged, or moved into or within the C-3 (Heavy Commercial)
Zone which is used for the purpose of automobile or motorcycle repair
and/or refurbishing unless the repair/refurbishing use is specifically
for automobiles or motorcycles to be sold on the same premises.
Section 2. No building shall be erected, constructed, estab-
lished, enlarged or moved into, or within, the M (Manufacturing) Zone
which is used for the purpose of scrap iron, steel and other metal
collection and transfer stations for reclamation purposes (no retail
sales).
Section 3. This ordinance is adopted pursuant to Government
Code Section 65858 and shall take effect immediately as an interim
urgency ordinance. With respect thereto, the City Council hereby finds
and determines that the Planning Department is studying a new zoning
ordinance and this ordinance is necessary to prohibit uses which may be
incompatible with the provisions of such new zoning ordinance relating
to commercial and manufacturing uses.
Section 4. Unless further extended pursuant to Government
Code Section 65858 the ordinance shall expire and be of no further
force or effect four months from the date of adoption thereof.
Section 5. Severability. If any section, subsection, sub-
division, sentence, clause, phrase or portion of this ordinance, or the
application thereof to any person or place, is for any reason held to
be invalid or unconstitutional by the decision of any cour•,t,~~~f competent
jurisdiction, such decision shall not affect the validity of the remain-
ing portions of this ordinance or its application to other persons or
places. The City Council hereby declares that it would have <~dopted
this ordinance, and each section, subsection, subdivision, sentence,
clause, phrase or portion thereof, irrespective of the fact that any
one or more sections, subsections, subdivisions, sentences, clauses,
phrases, or portions, or the application thereof to any person or place,
be declared invalid or unconstitutional.

Section 6. The City Clerk is hereby o;-dered and directed
to certify to the passage of this ordinance and to cause the same
to be published once in the Lynwood Press, a newspaper of general
circulation, printed, published and circulated in the City of Lynwood.
